No end to Syria war if sides refuse to talk: envoy

AZAZ, Syria/CAIRO (Reuters) - The international peace negotiator for Syria pleaded with outside countries on Sunday to push the warring parties to the table for talks, warning that the country would become a failed state ruled by warlords unless diplomacy is given a chance.

Lakhdar Brahimi, who inherited the seemingly impossible task of bringing an end to the war after his predecessor Kofi Annan resigned in frustration in July, has launched an intensified diplomatic campaign to win backing for a peace plan.

He spent five days this week in Damascus, where he met President Bashar al-Assad. On Saturday he visited Assad's main international backers in Moscow, and on Sunday he travelled to Cairo, where President Mohamed Mursi has emerged as one of Assad's most vocal Arab opponents.

"The problem is that both sides aren't speaking to one another," he said. "This is where help is needed from outside."

Brahimi's peace plan - inherited from Annan and agreed to in principle in Geneva in June by countries that both oppose and support Assad - has the seemingly fatal flaw of making no mention of whether Assad would leave power.

The Syrian leader's opponents - who have seized much of the north and east of the country in the past six months - say they will not cease fire or join any talks unless Assad goes and have largely dismissed Brahimi's initiative.

But Brahimi says the plan is the only one on the table, and predicts "hell" if countries do not push both sides to talk.

"The situation in Syria is bad, very, very bad, and it is getting worse, and the pace of deterioration is increasing," Brahimi told reporters.

"People are talking about Syria being split into a number of small states ... This is not what will happen. What will happen is Somalization: warlords." Somalia has been without effective central government since civil war broke out there in 1991.

More than 45,000 people have been killed in Syria's 21-month war, the longest and deadliest of the revolts that began sweeping the Arab world two years ago.

The rebels are mainly from the Sunni Muslim majority, fighting against Assad, a member of the Shi'ite-derived Alawite minority sect, giving the war a dangerous sectarian dimension.

The rebels increasingly believe that their military successes of the past half year are bringing victory within reach. But Assad's forces still hold the densely-populated southwest of the country, the main north-south highway and the Mediterranean coast in the northwest.

The government also holds airbases scattered throughout the country, and has an arsenal including jets, helicopters, missiles and artillery that the fighters cannot match.

ASSAD FORCES SEIZE HOMS DISTRICT

Government troops scored a victory on Saturday after several days of fighting, seizing a Sunni district in Homs, a central town that controls the vital road linking Damascus to the coast.

Opposition activists said on Sunday that many people had been killed in the Deir Baalbeh district after it was captured, although it was not immediately possible to verify claims that a "massacre" had taken place. The opposition Syrian Network for Human Rights said it documented the summary execution of 17 men.

"They were young and old, mostly refugees who had fled to Deir Baalbeh from central parts of Homs," it said in a statement. Footage taken by activists showed the bodies of eight men with what appeared to be bullet wounds in the face and head.

With severe restrictions by Syrian authorities on independent media in place since the revolt broke out in March last year, the footage could not be confirmed.

Najati Tayyara, a veteran opposition campaigner from Homs in contact with the city, told Reuters residents believed the death toll was as high as 260, although the area was sealed off by government forces and allied militia.

"I am afraid that we have seen a massacre in Deir Baalbeh and a military setback for the rebels because of their lack of organization. They have been in need of ammunition for a long time and it finally ran out," he said.

"Communications are difficult and we are trying to piece together what happened in Deir Baalbeh. We so far know that regime forces went in after the rebels retreated and summarily executed dozens of people, including civilians."

Tayyara said the fall of Deir Baalbeh undermined supply lines to rebel held areas inside the city.

Bilal al-Homsi, an opposition activist in Old Homs, said MiG warplanes bombarded the area overnight and medium range rockets and hit the area of al-Khalidiya, a rebel-held Sunni district.

In the north, opposition activists said fighters had surrounded an air defense base near Aleppo airport, south of the contested city. Fighting raged in the area and warplanes bombed rebel positions near the base to try and break the siege.

In the northern city of Azaz, where activists said 11 people were killed when air strikes destroyed six homes, gravediggers were already digging graves for whichever victims will be next.

"We know the plane is coming to hit us, so we're being prepared," said Abu Sulaiman, one of a few men digging at the Sheikh Saad cemetery.

"Massacres are happening. We're putting every two or three bodies together. We've been working and digging since 6 in the morning. We're going to dig 10 new graves today," he said.

"We're preparing them. Maybe we'll be buried in them."

Fida, a 15-year-old girl in a green scarf and purple coat looked on as her father shoveled dirt from the gravesite. The dead from the previous day's attacks included friends she recognized when their shrouds were pulled back.

"Yesterday was the first time I uncovered blankets to discover that my friends had died," she said, as young children near the cemetery played hopscotch on the streets and kicked stones about.

"I was just about to go visit them about a half hour before the strike hit," she said. "In the end I visited them when they were dead."

    Stocks down as U.S. aims to avoid "fiscal cliff"

    NEW YORK (Reuters) - World stocks and the euro slipped on Friday while U.S. shares fell for a fifth day as the White House and U.S. lawmakers planned to make a late effort to avoid the U.S. "fiscal cliff."

    Meanwhile, expectations that Japan will inject new stimulus into its economy pushed the yen to a two-year low for a third straight day.

    President Barack Obama and Democratic and Republican lawmakers were scheduled to meet on Friday afternoon as the deadline looms for reaching a budget deal to avert massive tax increases and spending cuts that could drag the economy - and others around the world with it - into recession.

    Participants in the 3 p.m. session (2000 GMT) will attempt to smooth over sharp differences on raising taxes on higher-income Americans and spending cuts in politically sensitive social welfare programs such as Medicare and Medicaid.

    The MSCI all-world share index <.miwd00000pus> was down 0.2 percent and the pan-European FTSEurofirst 300 <.fteu3> ended down 0.6 percent.

    In U.S. trading, the Dow Jones industrial average <.dji> was down 69.42 points, or 0.53 percent, at 13,026.89. The Standard & Poor's 500 Index <.spx> was down 6.77 points, or 0.48 percent, at 1,411.33. The Nasdaq Composite Index <.ixic> was down 8.42 points, or 0.28 percent, at 2,977.48.

    Allowing $600 billion of higher taxes and spending cuts to start in January would prevent U.S. debt spilling beyond a $16.4 trillion agreed limit. However, analysts fear the measures could wipe as much as 4 percent off the country's growth rate.

    "The recent market movement is all about the lack of resolution and clarity on the 'cliff' and comes despite the fact that most economic reports have been very favorable," said Richard Weiss, a Mountain View, California-based senior money manager at American Century Investments. "We have to believe, once Congress comes to any resolution - whether it comes before the New Year or after - the market will resume its upward trend, as data indicates it should."

    Among Wall Street's gains, Barnes & Noble Inc rose 6.4 percent to $15.27 after the company said Pearson had agreed to make a strategic investment in its Nook Media subsidiary. However, it said the Nook business will not meet the bookseller's prior projection for fiscal year 2013.

    EURO FALLS, YEN HITS LOW

    The euro was down 0.1 percent on the day at $1.3221, having slipped to a session low of $1.3164. Traders said it broke below stop-loss sell orders around $1.3170.

    An agreement on the U.S. budget would be viewed as positive for riskier currencies such as the euro and Australian dollar, while a deadlock or snags in the negotiations would be deemed positive for the safe-haven and highly liquid dollar.

    "Speculative market participants are not very happy with these levels and look at it as a good opportunity to sell the euro, which is leading to the rapid drop in euro/dollar," said Ulrich Leuchtmann, head of FX research at Commerzbank.

    The yen's unabated slide since Shinzo Abe took the helm as Japan's prime minister on Wednesday has taken the currency to two-year lows for three straight days. Abe has vowed to press for aggressive monetary stimulus to fight deflation.

    The dollar was steady against the yen at 86.11 yen, edging away from a peak of 86.64 yen, its strongest since August 2010, when it stopped just shy of reported options barriers at 86.75 yen and 87.00 yen.

    In the U.S. bond market, benchmark Treasuries yields dropped to their lowest levels in two weeks as concerns that the economy would be harmed by tax hikes and spending cuts and a fall in consumer confidence spurred demand for safe-haven bonds.

    Benchmark 10-year notes were last up 4/32 in price, with yields falling to 1.72 percent, down from 1.73 percent on Thursday and from a two-month high of 1.85 percent a week and a half ago.

    BRENT OIL EASES

    Brent crude oil held below $111 per barrel, not far off its highest this month.

    Brent crude was down 59 cents to $110.21, on course for a weekly gain of about 1.5 percent and a full-year increase of about 3 percent, which would be the smallest in four years.

    U.S. crude was down 19 cents to $90.67 and was set for its first yearly loss in four years.

    In other commodity markets, U.S. gold for February eased $2.00 an ounce to $1,661.70.

    Despite the tensions over the U.S. budget talks, the mood in financial markets has been improving in recent weeks. Data from emerging economies has shown signs of a pick-up while analysts are hopeful that Europe may also soon bottom out.

    A Reuters poll showed economists think China's factory activity probably expanded at its fastest pace in eight months in December.

    NO. 1 STORY 2012: Dexter community unites, works together after tornado rips through town

    The Dexter community's strength played a key role in the immediate reaction to and recovery from the devastating F3 tornado that touched down on March 15 and damaged more than 200 homes, some of which are still in the process of being rebuilt or repaired.

    The people living in the Dexter area have built a community by forging bonds to improve their overall quality of life and to make the area a great place to live - not to prepare for any major disaster.

    All the same, the community's strength played a key role in the immediate reaction to and recovery from the devastating F3 tornado that touched down on March 15 and damaged more than 200 homes, some of which are still in the process of being rebuilt or repaired.

    The tornado and the community's response make it Heritage Media's No. 1 story of 2012.

    Virtually every organization and agency within Washtenaw County responded in some way, proving the community's strength and laying the groundwork for future emergency response not just in Dexter, but across Washtenaw County.

    "You don't think about where you are going to store the 100 cases of water that Lowe's wants to give you," said Assistant Village Manager Courtney Nicholls.

    Managing donated resources, directing eager volunteers (or holding them back initially when their helpfulness could put them in harm's way), reaching residents when your electronic means of communication are hamstrung by lost power - these are some of the experiences that local government officials have learned from.

    The hope is that there won't be another incident of such magnitude in the county, but the Dexter area and its partners in the tornado response at the Washtenaw County Sheriff's Office, the Michigan State Police and the county government walked away wiser and more prepared.

    "One example is we have our server for email off site so when the power (in the village) goes down, we can access it from anywhere and get messages out (under those circumstances," Nicholls said. "The tornado is also when we started using Facebook. Even though we had (the email server) back the next day, (it was still good to have an alternative avenue of communication)."

    Just letting people know that the village government was functioning, and coordinating people and resources was important to many residents.

    "You just want to let people know that services are fine for the rest of the village," she said. Continued...

    The village government also knows that it can count on trash and recycling service provider Waste Management to help when Dumpsters are needed to hold debris.

    "We had a lot of things in place that we could use. Debris removal was handled quickly and getting those Dumpsters was a big help," Nicholls said.

    Dexter Township has done a lot to prepare for a similar incident in the future, not being in the same position as the village in terms of resources and manpower.

    Unlike the village, the township doesn't have emergency sirens, a company like Waste Management at its disposal, or as many financial and human resources, which is why Township Supervisor Pat Kelly, the township board and the township's employees have been hard at work.

    "I think we did pretty well given that we have no staff to speak of," Kelly said. "The village has staff - an assistant village manager, department of public work -we have two part-time office workers and a zoning administrator and, other than that, elected officials."

    At the time, the township worked with the county and the sheriff's office, and coordinated volunteers from Dexter Township Hall, while the township's comparatively ragtag group handed out fliers to affected residents every couple of days.

    Kelly said she's glad that all of her residents were alive and well enough to receive messages, due to the timing of the storm. Ensuring area residents get by similarly unscathed from future incidents is why the township approved expenses to build 16 early warning sirens in the township, in addition to bolstering fire safety.

    "Obviously, the outdoor warning sirens were a project that wouldn't have been dreamed of, if it weren't for the tornado," Kelly said. "We saw firsthand that people in the village (were) prepared with the sirens, and we, on the (township) board), felt that was very helpful.

    "If any severe weather or anything like that happens again, we want to be as prepared as the village is. Given the damage, we're lucky that no one was hurt or worse."

    The township's sirens are still a work in progress that is expected to be completed in 2013. The 16 sirens will be controllable by township officials, as well as county emergency managers and local weather officials. Continued...

    Kelly said that the sirens will be utilized in incidents large and small, including a situation of a lost child.

    "If a child is lost at Silver Lake Beach, we could activate the siren closest to that location to alert folks to look for that missing child," Kelly said.

    Township officials are also working on "continuity of government policies, procedures and protocols" that will address a number of scenarios, including what happens if the township hall is hit by a tornado or other calamity.

    "We're working on policies to address those issues," Kelly said. "Our Public Safety Advisory Committee is working on that in an effort to be more prepared and have our residents be more informed and prepared, as well."

    Kelly and Nicholls both agreed that one thing that isn't lacking or in need of improvement is the outpouring of support that is waiting to spring forth from the Washtenaw County community in such instances of disaster.

    "The response was in the thousands," Kelly said. "It wasn't just community residents, but people from far away, from church organizations, other volunteer organizations that just help out in disasters."

    Nicholls said that the village couldn't have managed and utilized all of the volunteers without the help of Dexter Community Schools or Faith in Action.

    "The biggest piece was dealing with the phone calls and the people who wanted to volunteer and donate things," she said. "We were lucky that we didn't have the damage and the people in need of much. People wanted to keep donating. We couldn't have managed that without the schools and Faith in Action."

    Florida man pleads guilty to smuggling dinosaur bones

    NEW YORK (Reuters) - A Florida man described by federal prosecutors as a "one-man black market in prehistoric fossils" pleaded guilty on Thursday to smuggling dinosaur skeletons into the United States.

    Eric Prokopi was accused of importing and selling stolen artifacts including a nearly complete Tyrannosaurus Bataar skeleton and skeletons of a duckbilled Saurolophus Angustirostris from Mongolia and a flying Oviraptor from China, according to the office of U.S. Attorney Preet Bharara in Manhattan.

    The 70-million-year-old Tyrannosaurus Bataar skeleton, a cousin of the Tyrannosaurus Rex, became the subject of an international custody battle when the U.S. government seized it after it was sold in May for $1.05 million in a sale conducted by Heritage Auctions in Manhattan.

    The seizure and charges against Prokopi stemmed from Mongolia's claim that the skeleton had been stolen from the Gobi Desert and should be returned. Mongolia is rich in dinosaur fossils and forbids their removal for private gain.

    Prokopi, 38, of Gainesville, Florida, pleaded guilty before U.S. Magistrate Judge Ronald Ellis in Manhattan to conspiracy, entry of goods by means of false statements, and the interstate and foreign transportation of goods taken by fraud.

    He faces up to 10 years in prison on the last and most serious count, as well as possible fines, and is scheduled to be sentenced on April 25. Prokopi also agreed to forfeit several skeletons and other fossils.

    Lawyers for Prokopi were not immediately available to comment.

    Prokopi was a commercial paleontologist who bought and sold whole and partial fossilized dinosaur skeletons.

    Prosecutors said that between 2010 and 2012, he acquired dinosaur fossils from foreign countries and illegally brought them into the United States, misrepresenting the contents of shipments on customs forms.

    "Fossils and ancient skeletal remains are part of the fabric of a country's natural history and cultural heritage, and black marketeers like Prokopi who illegally export and sell these wonders, steal a slice of that history," Bharara said in a statement. "We are pleased that we can now begin the process of returning these prehistoric fossils to their countries of origin."

    At the time of Prokopi's arrest in October, Bharara said the investigation had "uncovered a one-man black market in prehistoric fossils."

    The case is U.S. v. One Tyrannosaurus Bataar Skeleton, a/k/a Lot 49315 Listed on Page 92 of the Heritage Auctions May 20, 2012 Natural History Auction Catalog, U.S. District Court, Southern District of New York, No. 12-04760.

    OK, so it?s not a big gig like being nominated to head the Treasury Dept. But President Obama?s decision to tap PIMCO?s Mohamed El-Erian to head the President?s Global Development Council is no insignificant matter.

    As the co-chief investment officer of the giant bond shop founded by Bill Gross, El-Erian is seen as the eventual heir apparent to run the Newport Beach, Calif firm. And El-Erian increasingly has become one of PIMCO?s most visible faces?maybe even more than Gross himself these days?when it comes to talking about what ails the U.S. and global economies.

    The assignment is another indication of PIMCO?s growing ties to the Washington establishment, something that has developed as the firm has grown to manage $1.92trillion in assets and played a starring role along with BlackRock in helping to manage some of the financial crisis rescue programs. (For more see the Special Report that Jenn Ablan led earlier this year on Gross and his empire, Twilight of the Bond King).

    The job, in which El-Erian will serve as chairman, also is one more example of Obama?s outreach to the financial and business communities in the wake of his re-election. In the wake of his victory, Obama seems to be going out of his way to dispel the views that he pays no heed to what Wall Street or the business community? thinks.

    Obama established the Council that El-Erian, 54, will head, earlier this year, with the aim that its members would advise him on issues such as sustainable economic growth and opportunities for partnership between the public and private sectors.

    El-Erian, joined Pacific Investment Management Co. in 1999 as a senior member of the portfolio management and investment strategy group. One of El-Erian?s previous posts was at the International Monetary Fund, where he worked for 15 years and served as Deputy Director from 1995 to 1997.

    Given El-Erian?s frequent commentaries and TV appearances, it will be interesting to see what he has to say about his new gig.

    (AP) ? Syria's wounded interior minister rushed home from a Beirut hospital on Wednesday for fear he would be arrested after some Lebanese called to put him on trial for his role in a 1986 crackdown by Syrian troops in Lebanon.

    In another blow to President Bashar Assad, his commander of military police defected.

    The defector, Maj. Gen. Abdul-Aziz Jassem al-Shallal, is one of the most senior members of Assad's inner circle to join the opposition during the 21-month-old uprising against authoritarian rule. He appeared in a video aired on Al-Arabiya TV late Tuesday saying the army has been turned into a gang to kill and destroy.

    Interior Minister Mohammed al-Shaar, wounded in a bombing of his ministry in Damascus, left a Beirut hospital before his treatment was finished and flew home to Damascus on a private jet, officials at Beirut's Rafik Hariri International Airport said.

    Al-Shaar was wounded on Dec. 12 when a suicide bomber exploded his vehicle outside the Interior Ministry, killing five and wounding many. He was brought to the hospital in neighboring Lebanon a week ago.

    A top Lebanese security official told The Associated Press that al-Shaar was rushed out of Lebanon after authorities there received information that international arrest warrants could be issued against him because of his role in the crackdown against protesters in Syria.

    Over the past week, some Lebanese officials and individuals have called for al-Shaar's arrest for his role in a 1986 crackdown in the northern city of Tripoli.

    In the 1980s, al-Shaar was a top intelligence official in northern Lebanon when Syrian troops stormed Tripoli and crushed the Islamic Unification Movement ? a Sunni Muslim group that then supported former Palestine Liberation Organization chief Yasser Arafat. Hundreds of people were killed in the battles and since then, many in northern Lebanon have referred to al-Shaar as "the butcher of Tripoli."

    The Lebanese security official said Lebanese citizens had also begun taking steps to sue al-Shaar for his role during Syria's military domination of Lebanon for decades. Lebanese are deeply divided over the Syria crisis.

    Al-Shaar and other Syrian officials are also on a list of people subjected to European Union sanctions for violence against anti-regime protesters in Syria.

    "Lebanese officials contacted Syrian authorities and that sped up his departure," said the security official, adding that a Lebanese medical team is expected to go to Damascus to continue al-Shaar's treatment there. "If such arrest warrants are issued, Lebanese judicial authorities will have to arrest him and this could be an embarrassment for the country," he said.

    The airport and security officials spoke on condition of anonymity because they were not authorized to speak to the media.

    The Syrian government denied at first that al-Shaar was wounded. Then it emerged that he was brought to the Beirut hospital last week for treatment. It was the second time the minister was wounded in the civil war. He was also injured when a bomb went off on July 18 during a high-level crisis meeting in Damascus, killing four top security officials.

    Lebanon and Syria have a long and bitter history.

    Syrian forces moved into Lebanon in 1976 as peacekeepers after the country was swept into a civil war between Christian and Muslim militias. For nearly 30 years that followed, Lebanon lived under Syrian military and political domination.

    That grip began to slip in 2005, when former Prime Minister Rafik Hariri was assassinated in Beirut. Syria was widely accused of involvement ? something it has always denied ? and Damascus was forced to withdraw its troops. Even so, Damascus has since maintained considerable power and influence in Lebanon.

    Shortly after he arrived in Beirut for treatment last week, anti-Syrian politicians, including legislators Jamal Jarrah and Mohammed Kabbara, called for al-Shaar's arrest. Another call came this week, when Lebanese lawyer Tarek Shandab filed a complaint to the country's prosecution accusing al-Shaar of "genocide and ethnic cleansing" in Tripoli.

    In another setback for the regime, the defection of the military police chief came as military pressure builds on the regime, with government bases falling to rebel assault near the capital Damascus and elsewhere across the country.

    The defector al-Shallal appeared in a video aired on Al-Arabiya TV late Tuesday saying he is joining "the people's revolution."

    Dozens of generals have defected since Syria's crisis began in March 2011. In July, Brig. Gen. Manaf Tlass was the first member of Assad's inner circle to break ranks and join the opposition.

    Al-Shallal is one of the most senior and held a top post at the time that he left. He said in the video that the "army has derailed from its basic mission of protecting the people and it has become a gang for killing and destruction." He accused the military of "destroying cities and villages and committing massacres against our innocent people who came out to demand freedom."

    Thousands of Syrian soldiers have defected over the past 21 months and many of them are now fighting against government forces. Many have cited attacks on civilians as the reason they switched sides. Anti-regime activists estimate more than 40,000 have died in the past 21 months.

    In violence on Wednesday, the Britain-based Syrian Observatory for Human Rights said government shelling in the northeastern province of Raqqa killed at least 20 people, including eight children, three women and nine others. An agricultural area near the village of Qahtaniyeh was hit by the shelling.

    An amateur video showed the bodies of a dozen people including children lying in a row inside a room. Some of them had blood on their clothes, while weeping could be heard in the background.

    The videos appeared genuine and corresponded to other AP reporting on the events depicted.

    Also Wednesday, activists said rebels were attacking the Wadi Deif military base in the northern province of Idlib. The base, which is near the strategic town of Maaret al-Numan, has been under siege for weeks.

    In October, rebels captured Maaret al-Numan, a town on the highway that links the capital Damascus with Aleppo, Syria's largest city and a major battleground in the civil war since July.

    The attack on Wadi Deif comes a day after rebels captured the town of Harem near the Turkish border. The rebels have captured wide areas and military posts in northern Syria over the past weeks.

    In Lebanon, airport officials in Beirut said Syria's Deputy Foreign Minister Faisal Mekdad and Assistant Foreign Minister Ahmad Arnous flew early Wednesday to Moscow.

    Their visit to Moscow comes two days after Assad met in Damascus with Lakhdar Brahimi, the international envoy to Syria. Brahimi, who is scheduled to go to Moscow as well, gave no indication of progress toward a negotiated solution for the civil war.

    Brahimi is still in Syria and met Tuesday with representatives of the opposition National Coordination Body, state-run news agency SANA said. The head of the group, Hassan Abdul-Azim, said Brahimi briefed them on his efforts to reach an "international consensus, especially between Russia and the United Stated to reach a solution."

    NCB spokesman Rajaa al-Naser said his group said there must be an end to violence and formation of a "transitional government with full prerogatives."
