Guest Blogger Kristine: Taking a Semester Off ? Backpacks to ...

Hey everyone!

I?m Kristine, and I?m so excited to be a guest blogger for the JHU Career Center! Less than a year ago, I was one of those students who had never even stepped into the Career Center, not even to get one of those awesome free water bottles. As I was working through my focus area and upper division courses for my BME degree, I started to realize that I didn?t know what I wanted to do after college, and that ?after college? was coming up faster than I had anticipated! I finally went into Career Center and made an appointment with Tracy Carter, and since then I?ve been telling all my friends about how incredibly helpful a good career counselor can be.

Tracy was instrumental in taking me through the steps to find an internship: she helped me figure out what I might want in a career, helped me network with JHU alumni in my fields of interest, and guided me through the process of finding internships, crafting my resume and cover letters, and acing the interview. In January 2012, I decided to take a semester off to really focus on my career goals and my internship search. I was apprehensive at first, but it turned out to be a great opportunity to focus my efforts on learning about different careers and landing the right internship to get a taste of those careers for myself.

I looked at careers and internships not necessarily related to my major, to give me some taste of the wide variety of options that are open to me after graduation. I eventually started to look into careers in computer programming and user experience design. Once I honed in on a career field, I was glad to have my days free to look for internships, draft resumes and cover letters, and network with professionals in the field. Tracy again was a huge help in connecting me with her contacts in various fields and getting me started doing informational interviews with various JHU alumni. After I got started meeting UX designers and game programmers, I began to attend networking events specific to those fields, where I met and talked to a lot more people about their career paths. Attending networking events and doing informational interviews eventually became a bit easier and a lot more fun once I got started; unfortunately, once I started my internship, I had very little free time to do these things.

After a few weeks of networking and applying to internships, I landed an internship at GameDesk, a small nonprofit that makes educational games and works with schools to implement creative programs that make learning both fun and effective. I started out as a project management intern, which was an interesting experience both due to my inexperience in (and eagerness to try) project management, and due to the nature of interning at a startup. When I started, there wasn?t a project manager that I was working directly under, but everyone at GameDesk was friendly and willing to provide what guidance they could. Roles at a startup are fairly flexible, which was great for me as an intern because I was able to explore a variety of different roles. At the same time, I longed for the structure that I imagined a more established company would give. All in all, my first few months at GameDesk were incredibly educational for me in figuring out the kinds of things I?d want to do, and the kind of place I?d want to work at. I was able to experience trying out everything from game programming to project management to event planning to recruitment, and I learned the meaning of ?company culture.?

In May, GameDesk offered to extend my internship through the summer as more of a full-time position. By this time, I had become fairly involved in the company. I was a key coordinator of conferences and travel, and I was directly involved in managing the development of one of the games up until that point. I was also able to see the development of the company itself. In April we received a large grant from AT&T, and as a result, we expanded from about 15 people to 45 (and we?re still growing!). I watched us grow to have not only more game developers and teachers to work on our individual projects, but also more middle management to take care of the GameDesk as a whole. By being a part of this process, I learned a lot about company structures and the needs of a growing organization.

My experience at GameDesk has taught me a lot about different careers and what it?s like working in video games and education, along with probably more than I ever wanted to know about running a nonprofit. I?ve met a lot of great people who are not only valuable industry contacts but also have become friends I?ll look forward to keeping in touch with. I started out my semester off a bit anxious about finding an internship that would be a good use of my time. I found that my experiences, not only at GameDesk but also in networking and learning about myself different careers and industries, were exactly what I needed to help me answer the big question in my mind: What comes next? In the fall I?ll be back at Hopkins finishing up the last year of my degree, but while doing so I?ll have my experiences to reflect on and my contacts help me in deciding and discovering where I?ll be after graduation.

HAVANA (AP) ? Two Europeans who were traveling with Cuban dissident Oswaldo Paya when he died in a car crash are denying speculation that a second vehicle was involved.

Driver and Spanish citizen Angel Carromero backs up investigators' report that he braked abruptly after entering an unpaved construction zone and lost control.

Carromero said Monday: "No vehicle hit us from behind."

Swedish citizen Jens Aron Modig confirmed the account and asked that the accident not be used "for political purposes."

Both are members of center-right political parties in their home countries. They said they traveled to Cuba to bring 4,000 euros ($4,900) to Paya and organize dissident political youth wings.

Man charged with manslaughter in Florida butt-injection case

ORLANDO, Florida (Reuters) - A man who injected a woman in the buttocks with unknown substances during an illegal cosmetic surgery was arrested on Thursday and charged with manslaughter in the woman's death, authorities said.

Oneal Ron Morris, 31, of Hollywood, Florida, is known to have injected other women with substances such as bathroom caulk, cement, Super Glue and the tire product Fix-A-Flat, officials with the Broward County Sheriff's Office said.

Authorities described Morris as a transvestite who went by the nickname "The Dutchess."

According to his arrest affidavit, 31-year-old Shatarka Nuby died in March in Tallahassee from what an assistant medical examiner called "massive systemic silicone migration" due to "cosmetic silicone injections of the buttocks and hips," according to the arrest affidavit.

She died months after her last injection by Morris. Before her death, Nuby told a Florida Department of Health investigator that she paid Morris at least $2,000 for about 10 treatments between 2007 and 2011 to enhance her buttocks, hips, thighs and breasts, according to the affidavit and a sheriff's report.

Morris once told Nuby's aunt that he was injecting her with silicone from Home Depot, the affidavit said. Morris made house calls for the injections and would seal the injection sites with cotton balls and Super Glue, Nuby's aunt told investigators.

Neither Morris, who remained in custody in Broward County Jail, nor a representative for him could be reached for comment on Thursday evening. He is awaiting trial on previous charges of practicing medicine without a license and causing injury.

Nuby's death in March occurred at Tallahassee Federal Correctional Institute where, according to CBS Miami, she was serving a 2-1/2 year sentence for identity theft, which she resorted to in order to pay for breast implants and liposuction.

Chinese and EU solar makers at war over dumping

A host of EU solar makers have called on the European Commission to probe alleged dumping practices by its Chinese rivals, as Beijing warned an investigation could trigger a trade war.

EU ProSun, the group of more than 20 European solar companies, called on Brussels to "investigate unfair trade practices by Chinese manufacturers" in a statement Thursday.

The group suspects China of providing its solar players with large loans and other subsidies that allow them to sell their solar cells at prices below their production cost.

"Europe has the world's most advanced and innovative solar industry, but we've fallen on hard times and are faced with bankruptcy filings because of these Chinese products sold at rates that are up to 55 percent below cost production," EU ProSun President Milan Nitzschke told AFP.

The dumping practice referred to by Nitzschke -- also vice-president of German cell maker SolarWorld AG -- is banned by the European Union and the World Trade Organisation (WTO) and was at the centre of a recent trade decision.

The United States decided in May to slap hefty anti-dumping duties on Chinese solar cell makers, which Beijing blasted as "protectionist".

Now the European solar firms want the EU to follow suit with trade defence measures of its own, as they struggle to keep up with their Asian rivals.

According to an International Energy Agency (IEA) ranking, seven of the world's leading manufacturers of solar modules are Chinese.

Industry pioneer Germany, in particular, has felt the strain, with local solar firms going belly up right up to the industry flagship Q-Cells.

And in France, fellow veteran Photowatt was acquired by a power utility earlier this year after filing for insolvency.

But with EU solar firms sounding the alarm, China's manufacturers have fired back, calling the dumping allegations "groundless".

Four leading firms in China warned Thursday that a possible EU anti-dumping investigation could trigger a trade war and urged Beijing to step in to protect their interests.

They called on the Chinese government to block the case by opening dialogue with the European Union in the Thursday statement.

More than 60 percent of China's $35.8-billion-worth solar shipments were exported to the EU last year while the country imported $7.5 billion of European solar equipments and raw materials, they said.

A probe "would trigger a full scale trade war between China and Europe," they said, adding the country is a big market for European products including cars, aircraft, machines and luxury goods.

They added that any move to restrict market access would disrupt global efforts to achieve the goal of saving energy and cutting emissions in the long term.

The companies also said the growth of Chinese solar companies actually helped create most of the EU's current 300,000 jobs in related industries.

"Any additional punitive tax will also contribute to the loss of thousands of jobs in the European solar industry," Suntech Europe President Jerry Strokes told AFP Wednesday.

Suntech Power Holdings Co., one of the firms spearheading the Chinese offensive, is a global solar leader along with First Solar in the US.

In apparent retaliation to the US duties, China last week started a probe into alleged dumping of solar products by US manufacturers as well as alleged US government subsidies for the sector.

As for the EU probe, a spokesman for the EU Environment Commissioner said Thursday the office had yet to receive the complaint, which Nitzschke confirmed to AFP they had lodged this week.

Once the probe request is recorded, the Commission will have six weeks to make its decision. Germany has already committed to support its solar players in their battle.

Panetta approves plan to lift F-22 flight limits

WASHINGTON (AP) ? Defense Secretary Leon Panetta has approved an Air Force plan to begin lifting flight restrictions on the F-22 stealth fighter jet, following the ongoing correction of oxygen deficit problems that grounded and restricted the fleet for months.

Pentagon press secretary George Little said Tuesday that the Pentagon has "very high confidence that we've identified the issue" with the mysterious oxygen depletion problem that caused some F-22 pilots to feel dizzy and experience other symptoms of hypoxia. The Air Force now believes that a key problem was a valve in the pilots' pressure vest that caused it to inflate and remain inflated, triggering breathing problems.

In mid-May, Panetta ordered that F-22 flights remain "within proximity of potential landing locations" so pilots could land quickly if they experienced a lack of oxygen.

As of Tuesday, after a briefing from Air Forces leaders on Friday, Panetta has given the Air Force the green light to begin easing the restrictions, as changes are made to the fighter's oxygen system. The Air Force is replacing the valve and increasing the volume of air flowing to the pilots by removing a filter that was installed to check for contaminants in the system.

Little said Panetta also authorized the deployment of a squadron of F-22s to Kadena Air Base in Japan. He said that the jets will fly to the base under altitude restrictions, but after that the Air Force will begin resuming most longer-duration flights. The precautions for the Japan flight, said Little, are part of the measured approach the Air Force is taking to gradually return to normal flights.

Over time, the Air Force also plans to install a new backup emergency oxygen system, add sensors and put in an improved pilot oxygen center.

Once the changes are complete, the Air Force will seek approval to remove the flight restrictions that limit it from flying at high altitudes.

"The secretary believes that pilot safety is paramount. The gradual lifting of restrictions will enable the Air Force to resume normal F-22 operations over time, while ensuring the safety of the incredible airmen who fly this critical aircraft," said Little.

Little said he does not know the exact timeline for the return to normal operations. He noted that the flights to Japan will be at lower altitudes so that the vests would not have to be used.

Gen. Norton Schwartz, Air Force Chief of Staff, told Pentagon reporters that extensive testing has concluded that the problem was the amount of oxygen the pilots were getting, not the quality of the oxygen. And he said that the Air Force will modify and test the modified equipment "under the most demanding conditions," over the coming months and then will go back to Panetta for final approval to lift the flight restrictions.

The problem came to light when pilots complained publicly about the oxygen depletion, prompting Panetta to order the flight limits.

The F-22, manufactured by Lockheed Martin, is the Air Force's most-prized stealth fighter. It was built to evade radar and is capable of flying at faster-than-sound speeds without using afterburners.

Asked why the problem was not discovered during its lengthy testing and development, Schwartz acknowledged, "we missed some things, bottom line."

He said that the early testing did not reveal the shortcomings, and noted that some physiology and engineering expertise in the Air Force has diminished over the years.

So, Schwartz said the lesson is that the Air Force needs to pay better attention to the "man-machine interface" of its aircraft.

Spam giant gets put down, but will it help?

Spam affects all of our daily web activities, whether we choose to ignore it or not. Junk mail, fake chat messages, and malicious websites are just a few of the potholes that dot the information superhighway. Insidious internet software is primarily spread through the use of botnets ? large collections of public computers that have been infected without the knowledge of their owners. One such botnet, named "Grum," has just suffered a very serious setback thanks to the work of internet security experts from around the world.

Grum's servers ? the machines that control the network and manipulate users' PCs without their knowledge ? were based in the Netherlands and Panama, making them difficult to locate. Once they were shut down on Wednesday, Grum's architects quickly revived the spam networking using new machines in both Russia and the Ukraine. But almost as quickly as those new servers sprung to life, they were again shut down by authorities.

Experts estimate that Grum's spam production may have accounted for as much as 50% of the web's total. So, will you notice an immediate difference in the amount of junk mail or scam-ridden chat messages? Perhaps, but with botnets such as this, as soon as one is taken down there are typically several more lined up to take its place. Still, lowing the hammer on Grum is definitely a big step towards a safer internet.

The people have spoken. And they want their Ouya. The new video game console company, Ouya, has raised more than $5 million in a crowd-funded Kickstarter project in just seven days, with 22 more full days to go in the solicitation.

We?re inching toward 40,000 backers and that?s exciting to see, said Julie Uhrman, the chief executive and founder of Ouya. I?m overwhelmed by the support. The idea is resonating with developers and gamers.

Ouya plans to launch a sub-$100 console in the spring of 2013. It will have free-to-play indie games running on the Android operating system from Google. The machine will have a Tegra 3 processor from Nvidia and a touch-cable game controller.

Since its announcement last week, 39,171 backers have donated $5,002,705, or an average of $127 per donation. Most of them want to get the Ouya console and controller in exchange for a pledge of $99 or more.

Uhrman said donors include game developers who like the open nature of the console, which is going to be hackable for hobbyist purposes. The extra money allows us to deliver more consoles and do better tools to support game developers, she said.

Uhrman said the company is taking suggestions into account and she likes the feedback the Kickstarter donors are giving. She said the company may modify the console based on suggestions, but it has not decided on any changes yet. Some players want music and video playback in addition to gaming.

This feedback allows us to focus on the task, she said.

Some have reacted with skepticism to the company?s attempt to challenge Nintendo, Sony, and Microsoft. But Uhrman said, A little skepticism is healthy. It keeps everyone on their toes.

Uhrman said the San Francisco company is raising money only on Kickstarter at the moment.

The system will enable developers to make money from their games in any way they want; they???ll no longer be bound to the standard $60 price for a console game. The Ouya will offer free demos and business models such as free-to-play, subscription, virtual goods, or paid fees.

Famous industrial designer Yves B?har (who also did the Jambox speakers) created the look of the Android-powered Ouya box.

The box will include a quad-core ARM Cortex A9 processor, a Nvidia Tegra 3 graphics processing unit, 8GB of Flash memory, 1GB RAM, and Bluetooth connectivity. The controller takes a cue from the upcoming Nintendo Wii U console: It can play traditional games but also has a touchpad. This means that developers can create special experiences for the Ouya console, Uhrman said. The company is seeking content such as role-playing games, shooters, and casual games.

Ouya will have a custom Android interface and its own online store. It will be open to any developer who would like to make a game for it. The system will launch with TwitchTV integration, so users may view tournaments and live-streamed plays. The standard fee for games or items purchased on the network is 30 percent.

It won???t be easy for a startup to compete against Sony, Microsoft, and Nintendo. Other rivals include Valve???s Steam, a digital distribution client for PCs, and cloud-gaming service OnLive. That???s why venture capitalists turned down Uhrman when she was trying to raise money.

Uhrman came up with the Ouya name at the beginning of last year while she was running digital distribution for IGN, a highly read games news site owned by News Corp.

Advisors include Ed Fries, the former head of Microsoft Game Studios; Brian Fargo, the CEO of InXile and a longtime game developer; Markus ???Notch??? Persson, the creator of indie sensation Minecraft and head of Mojang; and Adam Saltsman of Canabalt. Sony Announces Android-Powered Walkman F800

Since the iPod, Apple has had a pretty strong hold on the MP3 player market. Every company has tried, but none have caught on like Apple. Sony, will now take another shot at it. The company has announced the Android powered Walkman F800. The F800 has a 3.5 touchscreen and ships with Android 4.0. It has complete access to the Google Play store, as well. The device is just 8.9mm thick and has a processor that is fast enough for ?speedy responses,? according to Sony. You should receive 4.5 hours of video playback on a charge or 20 hours of audio.

The device will be available in 8GB, 16GB, and 32GB capacities. Sony has not announced pricing or availability yet.

State; Louisville?s Luke Hancock, formerly of George Mason; and a host of fifth-year graduate transfers). Early tabulations for 2013-14 suggest that it will feature an equally large amount of up-transfers.

Why does this matter? Because recruiting, some of it legal, some of it tampering, plays a much bigger role in up-transferring than it does in down-transferring. The stakes are higher when NCAA tournament teams are fighting over experienced players who can fill rotational needs. As Duke coach Mike Krzyzewski opined in June, ?There?s so much recruiting for transfers or fifth-year players right now it?s incredible. They get recruited harder, I think, than high-schoolers. It?s not a good time.?

Perhaps the most intriguing part of the findings?

The increase just so happened to coincide with the elimination of the April evaluation period. Maybe there was something to all of those coaches complaining about insufficient chances to evaluate prospects.

Dune Buggy Drive Through the Everglades

The 5000-pound metal beast pitches me forward as it lurches to a stop. Eight feet below, swamp water sloshes in front of our 4-foot-high tractor tires, rousing an alligator that wriggles away for cover.

I ease the accelerator forward and begin to move, feeling my way across the submerged potholes. It's like riding a swaying, noisy metal elephant. There are reasons to take things slowly?vehicles have vanished into the sucking mud of the Everglades. "It's an extreme environment," says Gene Van Schaick, 70, the builder and owner of the behemoth I'm piloting. "It'll kick your ass."

I've met up with Van Schaick to experience the landscape he loves best?the wetlands of southern Florida?aboard the machine he's most passionate about: the swamp buggy. Most Americans tend to associate "swamp" with words such as "stagnant" and "malaria" and think of swamp buggies as dirt-flinging hot rods that race up and down mud wallows. But Van Schaick's swamp buggies are slow, utilitarian vehicles, and as for the swamp?well... "I don't know what people think of when they trash-talk swamps," he says. "I love the swamp. I love the views. I love the smell."

One point he'll concede: The swamp is hard to navigate. In recent geological time the area was limestone and coral reef, and it's still so flat that the torrential rains of summer and fall are slow to drain. For all but a brief dry season, waterlogged marshes and open water predominate. Anyone trying to hike in has to contend not only with the sheer physical exertion but dense vegetation, hungry alligators, clouds of mosquitoes, and four kinds of poisonous snakes.

For all its rigors, the backcountry has much to offer in the way of recreation; though an easy drive from Miami, it's full of game to hunt, as well as exotic specimens to lure the bird-watcher and flora enthusiast. To tap those opportunities, intrepid Floridians began a century ago to retrofit Model A and T Fords with big wheels and extra-low gearing. Today, a small but passionate subculture of builders?including a group founded by Van Schaick in 1990?carries on that legacy.

On a warm day in early February, Van Schaick takes me to a lot at the edge of an airstrip halfway between Miami and Naples, Fla. Some two dozen beefy, hard-driven machines are lined up, each one unique, having been designed and cobbled together?mostly out of plate metal and parts of other vehicles?by one of the 65 members of his club.

Van Schaick, a retired carpenter, spent six years building his behemoth, Gray Ghost. The Goodyear tires yield 27 inches of clearance. The solid-steel tie rods are behind the axle for protection against cypress knees, the club-like growths that sprout from the roots of cypress trees. (If the knee hits the axle first, it won't be able to take out the tie rods.) The engine is a 2.8-liter V-6 from a 1982 Chevy Citation, without the fuel-injection system?Van Schaick stripped it out and replaced it with a carburetor. "Everything needs to be rugged and simple," he says, "so you can fix it while standing in 3 feet of water."

Van Schaick and I clamber on top of the buggy, which, from up here, looks like a boat?fitting for a vehicle that can negotiate 6 feet of water. I fire up the engine and we head out.

Past the parking lot are 38 square miles of county-owned land. Though the landscape is nearly identical to the federally administered Big Cypress National Preserve next door, there are fewer restrictions on its use. Soon we're axle-deep in muddy water, moving across the cypress prairie. The landscape looks like something out of Dr. Seuss, an expanse of twisted gray trunks garlanded with bushy bromeliads bearing spiky red flowers. Farther on, the road becomes hemmed in by a forest so dense it feels like we're driving through a tunnel. Our wheels churn up mud the consistency of brownie batter. We never move faster than walking pace, and after an hour and a half we've covered only 5 miles.

Van Schaick takes the wheel and gives me a tour, from the high ridges and island-like hardwood hammocks that remain partially dry year-round to the sediment-filled saw-grass ponds that during the wettest months become, as he puts it, "bottomless." Van Schaick has seen lots of things in these wetlands over the years. Once he surprised a panther while on foot. "It was less than 10 yards from me," he says. "It went straight up, turned in the air, and headed the other way."

I'm surprised at how pleasant it is. There's no oppressive stench; the water in the Everglades isn't stagnant but part of a broad, slow-moving flow. Snakes and alligators thrive here; so do deer, wild hogs, and turkeys. Without buggies, much of this verdant wilderness would be all but inaccessible. "It's uncomfortable for hiking, and it's easy to get turned around," Van Schaick says. "Anyone who doesn't know the area well isn't going to be able to penetrate the interior."

Nevertheless, the machines have their detractors. "They are detrimental to the environment," says Matthew Schwartz, executive director of the South Florida Wildlands Association. "The ground is very fragile, and when you put that much weight on it, the soil doesn't recover. It erodes right down to the limestone." Schwartz's group wants to keep motorized recreation from expanding within Big Cypress. But Van Schaick counters that most of the soil eroded by swamp buggies is replenished during each yearly cycle of flooding.

As we stop at a saw-grass pond and kill the engine, we can imagine that except for the machine under our butts, there is no sign of civilization. We could be in some remote wilderness, not an hour from one of the East Coast's biggest cities. A breeze moves across the tall green stalks of the saw grass, bearing a sweetly resinous tang. Overhead, two hawks coast, circling stiff-winged on the warm air. "I love the tranquility of this place," Van Schaick says. "Apart from the buggy tracks, it's just the way it's been for hundreds of years."

Pressure Cooker Chicken Recipes | E Publishing

4 large onions cut into wedges

4 garlic cloves, minced
1 tsp. peanut oil
1 tbsp. low sodium soy sauce
1 tsp. chili powder
1 tsp. curry powder
1/4 tsp. turmeric
1 tsp. ground ginger
2 tbsp. fresh parsley, chopped

Preparation:

Cook rice using pot in pot method and set aside in a warm place.

In the pressure cooker, heat oil and saut chicken and onions over medium-high heat until chicken is lightly browned. Add water, garlic, oil, and soy sauce, then add chili powder, curry, turmeric and ground ginger and stir till well blended.

Lock the lid in place and bring to pressure. Lower heat and cook for 4 minutes at 15psi. Allow pressure to drop by the natural release method for 4 minutes, then release the remaining pressure using the quick release method or automatic release method and remove lid. Stir in parsley and serve over warm rice.

Chicken and Spanish Rice ? This will quickly become a family favorite once you give it a try.

Ingredients:

3 lb. boneless, skinless chicken breast or thighs
3 tbsp. olive oil
1 chorizo sausage thinly sliced (optional, but it really adds a nice flavor!)
1 small onion, diced
2 garlic cloves, minced
1 red bell pepper, cored, seeded and diced
1 large ripe tomato peeled
1 cup uncooked long grain white rice
1/2 cup frozen peas
3 cups chicken stock or broth
1 tsp. salt

Preparation:

Salt and pepper the chicken and heat olive oil in pressure cooker. Add onion, garlic, red bell pepper and tomato and cook until the onion is soft. Add rice and cook for 1 minute. Add peas, stock, salt chicken and chorizo with any accumulated juices. Stir well.

Lock the lid, bring to pressure, then lower heat and cook for 7 minutes at 15psi. Allow pressure to drop by quick release or auto release, then remove lid. Serve and enjoy!

Chicken Casserole ? Casseroles are great for company and the kids love them too!

Ingredients:

3 medium potatoes
3 to 3-1/2 lbs. boneless skinless chicken breasts
Salt to taste
2 slices of bacon, cut into 1 pieces
1/4 lb. fresh mushrooms
12 very small pearl onions, peeled
1 tsp. flour
1/4 cup chicken stock

Preparation:

Peel the potatoes. Create small balls using a melon scoop. Sprinkle the chicken with salt. Place bacon in pressure cooker and saut until it has rendered its fat. Remove the bacon and set aside, leaving the fat in the pressure cooker. Add the potatoes to the fat and quickly saut until lightly brown. Remove the potatoes and set aside. Add chicken pieces and brown on all sides, then remove. Add onions and mushrooms and saut for one minute. Sprinkle in the flour, then add the stock and return the chicken, bacon and potatoes to the pressure cooker.

Lock the lid in place, bring to pressure. Then lower heat and cook for 8 minutes at 15 psi. Allow pressure to drop by quick release or auto release and remove the lid. A family of 4 will enjoy this yummy casserole as will your guests!

Committee to grill regulator, Barclays executive

LONDON (Reuters) - The top national bank regulator and a former executive in the middle of an interest rate scandal at Barclays face a grilling by MPs on Monday over what they knew about an affair that has drawn in banks, regulators and politicians on both sides of the Atlantic.

The Commons Treasury Select Committee will question Jerry del Missier two weeks after he quit as chief operating officer of Barclays, the British bank hit by an interest rate manipulation scandal that has blown up into a political storm. He was the trusted investment banking lieutenant of Bob Diamond, the Barclays chief executive who quit the same day.

Del Missier is said by Barclays to have misinterpreted a message from Diamond and told the bank's staff that the Bank of England had sanctioned them submitting lower rates to massage down the London Interbank Offered Rate, or Libor, the rate that underpins global transaction worth trillions of dollars.

Del Missier has yet to comment publicly on the matter and his evidence could shine a light on who knew what at Barclays after testimony from Diamond which some committee members have characterised as misleading, a charge Diamond has rejected.

Adair Turner, chairman of the Financial Services Authority (FSA), will follow del Missier before the committee. He will face questions on the regulator's involvement and whether it was tough enough when rate rigging occurred between 2005 and 2009.

Barclays was fined a record $450 million last month by U.S. and British authorities for manipulating the Libor interest rate. Barclays will pull out of the rate-setting panel for interbank lending in the United Arab Emirates because of its involvement in the Libor scandal in the country, industry sources told Reuters on Sunday.

Libor is compiled from estimates by big banks of how much they believe they have to pay to borrow from each other. It is used for $550 trillion of interest rate derivatives contracts and influences rates on mortgages, student loans and credit cards. An understated estimate could allow a bank to present a better picture of its financial health.

Questions have arisen over whether supervision of the benchmark rate was too lax. The Bank confirmed on Friday it had received U.S. recommendations to overhaul Libor, and had passed them on to the banking trade group responsible for the rate.

It also emerged that Barclays alerted U.S. regulators as far back as 2007 to concerns that banks were rigging benchmark interest rates, and policymakers on both sides of the Atlantic did not appear to take decisive action.

The British parliamentary committee has questioned Diamond, Barclays' Chairman Marcus Agius and Paul Tucker, deputy governor of the Bank , in its efforts to uncover what happened at Barclays.

Diamond and del Missier quit on July 3 and Agius said, during testimony to the committee last Tuesday, that the Bank Governor Mervyn King effectively forced Diamond to go because he had lost the confidence of regulators.

Turner, one of the favourites to take over from King as the Bank governor next year, is likely to be asked how involved he was in forcing Diamond out.

He could also be challenged on why the FSA didn't react more to warnings about Libor, and what was clearly a strained relationship with Barclays.

The FSA chief sent a scathing letter to Barclays in April telling the bank that its "aggressive" culture needed to improve.

MISUNDERSTANDING

Barclays is the only bank so far to giving false information as part of the process of setting Libor.

A conversation in October 2008 between Diamond and Tucker is at the centre of confusion about whether Barclays was told by the central bank it could submit lower Libor rates.

In an internal memo written after that conversation, Diamond said Tucker told him "it did not always need to be the case that we appeared as high as we have recently".

Diamond has since said he did not take that as an instruction to submit lower rates, but said del Missier mistakenly understood the memo as a green light to do so. Del Missier declined to comment, a spokesman for Barclays said.

When Tucker appeared before the committee he said the memo misrepresented the conversation. The purpose of the call was to share his concerns about Barclays' funding costs rather than discuss interest rates, Tucker said.

Turner, 56, has been head of the FSA since 2008, when he warned of a more intrusive and direct style of supervision after the painful lessons from the financial crisis.

He will be joined in front of MPs by Andrew Bailey, the FSA's head of banking supervision, and Tracey McDermott, the FSA's acting director of enforcement. They are due to appear at 3.45 p.m., after del Missier at 3 p.m .

More than a dozen banks are expected to be drawn into the Libor scandal, which is being probed by authorities in North America, Europe and Japan.

Agius and senior Barclays executives told staff the bank's problems would be "put in perspective" by fines imposed on rivals, according to a memo sent out on Friday.

Libor rates submitted by banks are compiled by Thomson Reuters, parent company of Reuters, on behalf of the British Bankers' Association.
