PanARMENIAN.Net - Israel has condemned new European Union guidelines banning EU funding of projects in territories occupied by Israel since the 1967 Middle East war, BBC News reported.
From 2014, such agreements with Israel will exclude East Jerusalem, the West Bank, Gaza Strip and the Golan Heights.
Israeli minister Silvan Shalom said the measure was a "big mistake" which cast doubt on the EU's impartiality in the Israel-Palestinian conflict.
Palestinian official Hanan Ashrawi welcomed it as a "significant move".
Under the guidelines, which come into effect on Friday, Israeli projects applying for EU funding will be required to sign a clause to state that it will not apply to the occupied territories.
Palestinians want to establish a state in the West Bank and Gaza, with a capital in East Jerusalem.
About 500,000 Jews live in more than 100 settlements built in the West Bank and East Jerusalem. The settlements are considered illegal under international law, though Israel disputes this.
Peace talks stalled in 2010 over the issue of Israeli settlements. Palestinians are demanding a freeze on building in settlements as a pre-condition to return to talks, while Israel says talks should resume unconditionally.

While the popular Twinkies snack cakes are back in stores, many of the jobs of the people who used to make them won?t be returning, CNN Money reports.
Only about 20 to 25 percent of the 18,500 jobs that were lost when Hostess Brands shut down operations last year will be back when all the brands are up and running again. Many of the laborers who used to produce the bakery products have been replaced by new equipment and machinery.
A spokeswoman for the joint venture of Apollo Global Management and Metropoulos & Co. which bought the rights to Twinkies and several other Hostess snack brands says they plan to use just 1,800 workers to produce the full line of snacks.
The liquidation of Hostess Branks last year included a distribution center in San Antonio that employed delivery drivers who kept area grocery-store and convenience-store shelves stocked with Hostess products.

Maria Sharapova hired former world number one and eight-time grand slam title winner Jimmy Connors as her new coach on Sunday (AEST), just a day after splitting with Thomas Hogstedt.
"I am happy to announce that Jimmy Connors will be my new coach. I have known Jimmy for many years and we briefly worked together in 2008 just before the Australian Open," said world number two Sharapova on her website.
"I am really excited about our new partnership and looking forward to the upcoming tournaments."
Sharapova had been working with Swedish 49-year-old Hogstedt since 2010 when the former world number one completed a career Grand Slam with victory at the 2012 French Open.
But at Wimbledon two weeks ago, she crashed out of the second round, losing to Portuguese qualifier Michelle Larcher de Brito, the world number 131.
Connors, 60, previously coached fellow American Andy Roddick, but their 19-month relationship ended in March, 2008.
"Excited to be working with 4 time GS champion @MariaSharapova Adding to that number is the goal. Looking forward to some fun & hard work," tweeted Connors.

BEIJING (AP) ? China's leaders face new pressure to stimulate a slowing economy after growth fell to its lowest since 1991, hurt by weak trade and efforts to cool a credit boom.
The world's second-largest economy expanded 7.5 percent over a year earlier in the three months ending in June, down from the previous quarter's 7.7 percent, data showed Monday. Growth in factory production, investment and other indicators weakened.
The fifth straight quarter of growth below 8 percent is "a clear sign of distress," said IHS Global Insight analyst Xianfang Ren in a report. With investment weak, she said the economy might be "at risk of stalling."
Analysts said growth could fall further, adding to pressure on communist leaders who took power last year. They are trying to shift China from reliance on exports and investment to slower, more sustainable growth based on domestic consumption.
Chinese leaders are likely to launch new stimulus to hit their 7.5 percent growth target for the year, said Credit Agricole CIB economist Dariusz Kowalczyk. He said that might include weakening the Chinese currency to spur exports or pumping money into the economy through higher public works spending.
"We will see some targeted measures to stimulate growth," said Kowalczyk. "They have to do something. Otherwise they will miss their target. And they cannot afford that, because this is their first year in power."
A decline in Chinese economic activity could have global repercussions, denting revenues for suppliers of commodities and industrial components such as Australia, Brazil and Southeast Asia. Lower Chinese demand already has depressed prices for iron ore and other raw materials.
A stimulus would temporarily set back Beijing's reform plans by reinforcing reliance on investment to generate jobs.
Despite the slowdown, communist leaders have expressed determination to stick to their plans, which would impose short-term pain in exchange for sustained, stable growth later.
"Major indicators are within our targeted range but we face a complex situation," said a spokesman for the statistics bureau, Sheng Laiyuan, at a news conference.
Sheng said the government's goal is to "promote restructuring" and make more of the "driving force" of the market.
Growth in factory output slowed to 9.3 percent for the first half of the year, down 0.2 percentage points from the first quarter's rate, the statistics bureau reported. Growth in investment in factories and other fixed assets in the first half declined by 0.8 percentage points to 20.1 percent.
"Further deceleration is possible if reforms and stimulus measures are delayed," said Alaistair Chan of Moody's Analytics in a report.
The International Monetary Fund last week cut its 2013 growth forecast for China to 7.8 percent from its 8.1 percent outlook in April. The IMF's forecast for 2014 was cut to 7.7 percent from 8.3 percent. The Fund's chief economist, Olivier Blanchard, said China was the country at the greatest risk of a "large decrease in growth."
On Monday, Nomura economist Zhiwei Zhang cut his growth forecast for 2014 to 6.9 percent from 7.5 percent and said growth was likely to bottom out at 6.5 percent in the second quarter of next year. He said he expects Chinese leaders to cut their growth target for next year to 7 percent from 7.5 percent.
"The new leaders made it pretty clear that they care more about the quality and sustainability of GDP growth rather than the speed of it," Zhang told reporters in a conference call.
Retail sales are growing but more slowly than Chinese leaders want. Growth decelerated to 12.7 percent for the first quarter, declining by 1.7 percentage points from a year earlier.
"I think it is unrealistic to expect consumption to go up and fill the gap left by less investment," said Nomura's Zhang.
Chinese leaders have promised to launch reforms aimed at making the economy more productive and helping entrepreneurs. But no major changes are expected until after a Communist Party meeting in the autumn.
Growth also has been dented by a crackdown on overly fast expansion in bank lending. Government efforts to tighten lending controls caused a temporary shortage of credit in Chinese financial markets last month.
Further efforts to rein in lending, especially unregulated private lending, could hurt entrepreneurs who generate most of the country's new jobs and wealth.
The ruling party's 7.5 percent growth target for the year is stronger than forecasts for the United States, Europe and Japan, but China's weakest performance since 1991. Finance Minister Lou Jiwei appeared to try to lower expectations last week when he told reporters in Washington that growth as low as 6.5 percent would be tolerable.
Earlier this month, Beijing promised changes in its government-run banking industry, including possible creation of privately owned lenders, to increase the supply of credit to entrepreneurs and more productive companies. It gave no timetable.
"The payoff from such financial consolidation efforts will most likely show up in the medium and long-term, even if implemented successfully," said Ren of IHS Global Insight. "In the near term, the downside risk for growth has become much more elevated now than a few months ago."

AFP - Incensed Auckland Blues coach John Kirwan is demanding referee Chris Pollock be held accountable for a red card ruling which he said ruined Saturday's Super 15 match against the Waikato Chiefs.
The Chiefs, the reigning titleholders, go into the championship play-off series at the head of the table after their 26-16 victory over the Blues, who were reduced to 14 men for three-quarters of the game.
Blindside flanker Kane Barrett was red-carded for stomping on Craig Clarke midway through the first half, although the big Chiefs' lock said he thought the boot only grazed his shoulder.
Chiefs coach Dave Rennie admitted the dismissal "seemed pretty harsh" and Kirwan has challenged SANZAR referees boss Lyndon Bray to take action.
"A yellow would have been sufficient and it ruined what I reckon would have been a great game," Kirwan said, arguing there was no intent on Barrett's part.
"It's time we started to mature and be a professional sport and everyone is held accountable.
"I challenge Lyndon Bray to do what we do; being dropped from selection next week because you don't play well or losing your job because you don't coach well."
SANZAR, the governing body of the Super 15 competition, said in its citing that Barrett is accused of "stamping or trampling" on Clarke, but the player said he hardly felt it.
"I felt a little bit on the shoulder," Clarke said. "Personally I feel for the man. If that was a club game you wouldn't look twice at that thing. I know he's hurting about it."
Barrett was Sunday cited for a second stomping incident on Chiefs' prop Ben Tameifuna which went unnoticed during the game but which officials said also warranted a sending off.
"Upon further review of the match footage, the citing commissioner deemed in his opinion the incident had met the red card threshold for foul play," SANZAR said in a statement, specifying that it occurred two minutes before the Clarke incident.
Although the Blues led 16-13 early in the second half, the Chiefs used their player advantage to pull away towards the end.
The victory ensures they can rest up during next week's opening playoff round and will host a semi-final the following weekend.

EMPHASIS GreenKronos Energy Solutions is hard at work on a new hybrid charging system for electric cars, which it hopes to debut in the next six to nine months, and the company is also making plans for possible expansion of its headquarters in Cordova by early next year.
Kronos founder and owner John Bogensberger cites his six grandchildren as constant motivators for working to provide a better world for the future.
?When I formed Kronos in July 2009, I wanted to put my money where my mouth was and offer something better for my grandkids,? said Bogensberger, who started his company with the belief that sustainable, renewable energy should be available and affordable to everyone.
He wants to see people get more involved and more educated.

?Everybody is talking green, but few people are walking green,? Bogensberger said. ?Everything we do is about being green. Even when I am making equipment purchases, I look for products that have zero environmental impact.?
Kronos products include residential, agricultural and marine-application wind turbines, satellite tractor-trailer fairings, and 70 percent of the sub-framing components for electric cars.
?We come up with new and innovative applications for old technologies and figure out how we can make them work better for people. We are not creating anything new,? said Bogensberger, who cites the fact that vertical axis wind turbine technology dates back to 600 B.C.
?We are a community-involved and faith-based organization that takes care of its employees,? said Bogensberger, a disabled U.S. veteran who served for 12 years in the U.S. Navy. ?We even recycle people. Everyone that works here has never worked in this industry before.?
As part of its community commitment, Kronos and its transitional department work to hire or help find work for other military veterans and the formerly unemployed and homeless.
Last fall, Bogensberger bought out his initial financial backer?s stake in the company, which now has 15 employees. By early next year, he hopes to be able to enlarge the company?s current 15,000-square foot space in Cordova by as much as 80,000 square feet.
Next up, Kronos is developing a hybrid charging system for electric cars that it plans to debut by the first quarter of next year.
?The program is called ALGA, and it?s part of a solar- and wind-powered hybrid charging station with zero carbon footprint,? said Bogensberger, who remains tight-lipped about specifics until closer to its release date.
T.R.I.P.S. (Totally Renewable Integrated Power System) stations or towers offer citizens the opportunity to join ALGA. Users are issued swipeable cards that are then used to access electric cars that can be driven anywhere within a metro area. When finished, the cars are simply dropped off and plugged back into the nearest charging station.
The flower-shaped T.R.I.P.S. stations are designed to be visually inert and blend in with surroundings, much like cell phone towers.
Locally Kronos hopes to deliver five T.R.I.P.S. poles to Agricenter International in the fall.
Overall the company does the majority of its business outside the U.S.
?It?s an uphill battle for renewables in the U.S. because we (as a community) think the petroleum bucket has no bottom,? said Bogensberger, who established strong international connections while handling global business for KONE, Wittur North America and Mid-America Door.
Bogensberger is currently working to establish a joint venture in the United Kingdom with power control company Lifteknic, and it just signed a manufacturing agreement in Tartistan in southern Russia for five of the T.R.I.P.S. solar- and wind-powered hybrid charging systems.
Bogensberger points out that many people are not aware that electric cars can have a larger carbon footprint than a standard ?smoke burning? car.
?And they are taxing an already taxed electrical grid,? he said. ?What will they do with the lithium ion cells afterwards??
Kronos is also in the process of trying to establish a foothold in the local semi-tractor trailer fairings industry.
?In the past two years, the number of all trucks on the road with fairings has grown from only 7.5 percent to between 40 percent and 45 percent, and the forecast is that in the next five years you won?t buy a trailer without them on it,? he said.
Fairings made by Kronos show 16 percent diesel fuel savings versus other brands, according to Bogensberger, and they boast a life expectancy of 84 months.
?Everyone who has tested them so far has said they are a superior product,? he said. ?We are offering a top quality product for about $1,000 under our lowest competitor.?

The team that wins that contest will get $2 million from DARPA?and probably a contract to build more Atlases.
Atlas's agility and toughness are supposed to help him rescue people that human rescuers might not be able to reach. So for now, he's the possible savior of fragile human beings trapped in impossible-to-reach places. Whether he'll exploit that fragility to become the eventual destroyer of all humanity is yet to be seen.

After an accidental tip off, Nokia and AT&T are finally ready to show off the latest flagship Lumia for real. Meet the Nokia Lumia 1020, complete with all 41 million of those reasons we've been hearing about for a while now. TOKYO (AP) ? Japan's nuclear regulator says radioactive water from the crippled Fukushima power plant is probably leaking into the Pacific Ocean, a problem long suspected by experts but denied by the plant's operator.
Officials from the Nuclear Regulation Authority said a leak is "strongly suspected" and urged plant operator Tokyo Electric Power Co. to determine where the water may be leaking from and assess the environmental and other risks, including the impact on the food chain. The watchdog said Wednesday it would form a panel of experts to look into ways to contain the problem.
The watchdog's findings underscore TEPCO's delayed response in dealing with a problem that experts have long said existed. On Wednesday, the company continued to raise doubts about whether a leak exists.
TEPCO spokesman Noriyuki Imaizumi said the increase in cesium levels in monitoring well water samples does not necessarily mean contaminated water from the plant is leaking to the ocean. TEPCO was running another test on water samples and suspects earlier spikes might have been caused by cesium-laced dust slipping into the samples, he said. But he said TEPCO is open to the watchdog's suggestions to take safety steps.
The Fukushima Dai-ichi plant was ravaged by the March 2011 earthquake and tsunami, and TEPCO has used massive amounts of water to cool the damaged reactors since then. Repeated leaks of the contaminated water stored on site have hampered decommissioning efforts.
Marine biologists have warned that the radioactive water may be leaking continuously into the sea from underground, citing high radioactivity in fish samples taken near the plant.
Since May, TEPCO has reported spikes in cesium levels in underground water collected from a coastal observation pit, while the water-soluble element strontium showed high levels in seawater samples taken in areas just off the coast of the plant. The company says most of the contamination has been there since the 2011 accident.
TEPCO has said it has detected "no significant impact" on the environment. It says cesium tends to be absorbed in the soil, and denies water contaminated with that element reached the sea.
But the Nuclear Regulation Authority said Wednesday that samples from both the pit water and coastal seawater indicated that contaminated underground water likely had reached the sea.
Watchdog chairman Shunichi Tanaka said he thinks that the seawater contamination has been happening since the accident, but that it was worst early in the crisis.
"What's most important is to minimize the leak to the outside and reduce the impact on the human society," he said.
Most fish and seafood from along the Fukushima coast are barred from the domestic market and from being exported. Seafood caught north and south of Fukushima are regularly tested for radiation to make sure they are safe for consumption. In the wider ocean, the contaminated water becomes too diluted to be harmful.
The safety of fish and other foods from around Fukushima remains a concern among ordinary Japanese, who are among the world's highest per capita consumers of seafood.
TEPCO says it has taken steps to prevent seawater contamination but that it is impossible to completely prevent the contamination from spreading.
Atsunao Marui, underground water expert at the National Institute of Advanced Industrial Science and Technology, said there is a possibility of new leaks from reactor buildings. He said TEPCO will have to expand its seawater sampling and its investigation of the underground water system to assess the extent of possible contamination.
"It is important to apply several layers of protection," he told NHK television.
The plant still runs on jury-rigged systems to cool the reactors, and managing the contaminated water and its storage has been a chronic headache.
"When something unexpected happens, we can only take stopgap measures, which shows how unstable Fukushima Dai-ichi still is," Tanaka said. "Given the situation, we can only use the best of our wisdom and do what we can."
