Comedy Central?s faux news program The Colbert Report finally has an app and although it?s short on exclusive features, fans of the show should enjoy its ability to catch them up on segments they missed. Although full episodes are not available via the app, The Colbert Report does feature select videos from the show as well as a listing of classic segments sorted by quotes. A browsable archive of videos is also available in app and users can even set reminders for when the show airs so they?ll never miss it again. Videos can even be shared via Facebook, Twitter, text or email.

Rego lets you bookmark places on a private map that only you can see with more than just a red pushpin. You can document where they?ve been with photos and notes, like a living digital scrapbook, and also bookmark places you haven?t been. Note that while Rego is free to download (and lets you pin 10 places for free) the price for unlimited pinning is $0.99.

Did you know that Scotland was known in part for its exotic wildlife? I certainly did not. But Scotland?s Big 5 has changed all that. The app features photography, video, audio and facts on Scotland?s big five species. You?ll learn more about the golden eagle, harbour seal, red deer, red squirrel and otter than you ever thought possible.

Llumino is the calculator app you can probably do without. Feature-wise, it doesn?t reinvent calculator apps in any way. It does archive the past 100 results in its history and its 10-digit display is robust, but where Llumino shines is in its design. It is a very nice looking calculator app. Its buttons, design and coloring give Llumino a look all its own. Is that enough to pay $1.99 for a new calculator app? Many would say no, but those who value style and design might find an app worth adding to their collection here.

Make Better Eye Contact and Remember People's Names with One Simple Trick

Make Better Eye Contact and Remember People's Names with One Simple TrickIf you find yourself stumbling over conversations with other people, reader whyalways shares a tip for making better eye contact and remembering people's names all at once.

Remembering names and making eye contact are important. I had trouble with both. After reading this series at the Art of Manliness, I realized I needed to get better at them. What I've started to do is: as soon as I meet someone new I pair their name with their eye color. How do I find out their eye color? By making good eye contact. To learn someone's eye color you have to look them in the eye. Its a specific thing to do instead of something more general like "make good eye contact."

How does this help me remember their name? Because their eye color/eyes act as a tethering image in my memory so that their name is attached to something very specific instead of just floating around to get lost/misplaced. Simple and immediate, but has helped me enough that I felt I should share it.

It may not be foolproof for everyone, but it's just one more thing to add to your bag of tricks for remembering people's names and making good eye contact.

Every week, we receive tons of reader tips, often in response to tips we've posted. Our Tip of the Week showcases our favorite tip from you that improves upon something else we've shared, shows us another way to do something, or otherwise deserves more attention than our regular tips roundups. Got a tip to share? Post it over at our tips forum or send it to us at tips@lifehacker.com.

Professional Business Marketing ? NeoPhotonics Completes ...

SAN JOSE, Calif.?(BUSINESS WIRE)?

NeoPhotonics Corporation (NPTN), a leading designer and
manufacturer of photonic integrated circuit, or PIC, based modules and
subsystems for bandwidth-intensive, high speed communications networks,
today announced that it has completed the acquisition of the
semiconductor optical components business unit (OCU) of LAPIS
Semiconductor Co., Ltd., a leading designer and manufacturer of high
speed lasers, laser drivers, photodiodes and amplifiers for high speed
networks. OCU was previously the component division of OKI Electric for
high speed lasers and high speed III-V amplifiers before it was acquired
by ROHM Semiconductor in 2008. As of the closing, the OCU business was
merged into and now operates as NeoPhotonics Semiconductor GK, a
Japanese subsidiary of NeoPhotonics.

?We are pleased to have closed the previously announced acquisition of
the optical components unit of LAPIS Semiconductor in accordance with
our purchase agreement and earlier than planned,? said Tim Jenks,
Chairman and CEO of NeoPhotonics. ?We look forward to this expansion of
our 100G product suite, our further strategic expansion into the Japan
market, the addition of new global network equipment and module
customers, and expanding our business opportunities with our current
mutual customers.?

On March 29, 2013, NeoPhotonics paid approximately $10.2 million in cash
for the business of OCU, after adjustments, and approximately $3.7
million in cash as the first of four equal payments for the associated
real estate. In the transaction, NeoPhotonics also assumed employee
retirement obligations of approximately $6.5 million and compensation
obligations of approximately $0.6 million. The total consideration for
the real estate including the payment made upon the closing is
approximately $14.6 million with the balance payable over the next three
years. Including the future payments for real estate, the total purchase
price is approximately $35.2 million. The purchase consideration is paid
in Japanese Yen.

On March 21, 2013, NeoPhotonics entered into a syndicated Revolving
Credit and Term Loan Agreement with Comerica Bank, as administrative
agent and lead arranger. East West Bank has also become a lender under
this facility. NeoPhotonics borrowed $28 million under the term loan
facility and $12 million under the revolving credit facility to
refinance existing company indebtedness of approximately $20.9 million
and help finance the OCU acquisition and related transaction expenses.

Anticipated OCU Financial Impact

Prior to the closing, the LAPIS Semiconductor OCU business unit was not
a standalone company; therefore historically it has not prepared
separate financial statements, and audited financial information for the
business unit is not yet available. Based on preliminary unaudited pro
forma financial information provided by the management of LAPIS
Semiconductor, OCU had revenue of approximately?$45 million?for the
first nine months ended?September 30, 2012. Based on company estimates,
the addition of OCU is expected to be accretive to the company?s
Adjusted EBITDA within the first year following the transaction. Given
that the acquisition closed in the first fiscal quarter for
NeoPhotonics, transaction related expenses, which are expected to be in
the range of $3 million to $4 million, are expected to be incurred in
the first quarter.

NeoPhotonics?plans to provide an update on the OCU business, now
NeoPhotonics Semiconductor GK, when it releases its quarterly financial
results for the first quarter of 2013, which is currently expected to be
in the first half of May 2013. The company is also preparing the
required historical and pro forma financial results reflecting the
acquisition and plans to file the information with the?Securities and
Exchange Commission within the next 75 days, or by June 12, 2013.

Stephen Baldwin admits he failed to pay NY taxes

NEW CITY, N.Y. (AP) ? Stephen Baldwin, the youngest of four brothers in show business, said Friday he's looking forward to "clearing the wreckage of my past."

Step 1 will be coming up with $300,000 for the tax man.

Baldwin, 46, admitted in Rockland County Court that he failed to pay New York state income taxes for 2008, 2009 and 2010. Under a plea bargain, he gets to stay out of jail ? so he can make some money ? and can have his record wiped clean if he pays the taxes within a year.

His total bill in taxes, interest and penalties is $400,000, but state Supreme Court Justice Charles Apotheker said $100,000 had already been paid.

Baldwin, currently appearing on "All-Star Celebrity Apprentice," said he never intended to avoid paying taxes and got in trouble by trusting others.

"Unfortunately, I got some really bad suggestions and advice ... from lawyers and accountants," he said outside court.

Baldwin, who lives in Upper Grandview, said he believes he can meet the deadline, noting that his father was a schoolteacher who made $25,000 and raised six kids.

"I just look forward to getting the $300,000 paid in the next year," he said.

He said he's directing a movie starring his brother William and that other "faith-based opportunities" consistent with his principles are emerging. His lawyer said earlier this month that Baldwin would not be taking any roles like his starring turn as a professional thief with a short temper in the 1995 film "The Usual Suspects."

If he doesn't pay all the money within a year, the plea bargain provides for a five-year sentence of probation and repayment within that time.

Besides William, Baldwin's brothers Daniel and Alec ? the latter was a star of TV's "30 Rock" ? are also actors. Asked if he was getting any help from the family, Stephen Baldwin said: "Just support as family support. ... The responsibility lies ultimately with myself."

No sentencing date was set. Another court appearance is planned in June to see how repayment is going.

Samsung Exynos Octa now rocking LTE, destined to Korean market

When Samsung's Exynos 5 Octa was announced, it was believed to be compatible with 3G networks only. As such, the HSPA+ (global) version of the Galaxy S 4 was the only handset to feature the company's eight-core SoC -- the LTE model shipping with Qualcomm's 4G-capable, quad-core Snapdragon 600 instead. That's apparently changed, with the Korean giant tweeting that the Exynos 5 Octa now supports LTE on 20 bands. So why even make a Snapdragon 600 version of the Galaxy S 4, then? Perhaps Samsung can't produce as many chips as Qualcomm to meet the upcoming worldwide demand for its new flagship. This appears likely, with inews24 and new-samsunggalaxys4 reporting that the Exynos 5 Octa with LTE is currently reserved for Korean models only (SHV-E300S, SHV-E300K and SHV-E300L, to be exact). So, anyone fancy a trip to Seoul in the near future?

(AP) ? Nelson Mandela was back in the hospital for the third time in four months Thursday, and the 94-year-old former South African president was reported to be responding well to treatment for a chronic lung infection.

South Africa's presidency said that doctors were acting with extreme caution because of the advanced age of the anti-apartheid leader, who has become increasingly frail in recent years.

The Nobel Peace Prize laureate was admitted just before midnight to a hospital in Pretoria, the South African capital. He has been particularly vulnerable to respiratory problems since contracting tuberculosis during his 27-year imprisonment for fighting white racist rule in his country.

"The doctors advise that former President Nelson Mandela is responding positively to the treatment he is undergoing for a recurring lung infection," the presidency said in a statement. "He remains under treatment and observation in hospital."

Mandela, who became South Africa's first black president in 1994, is a revered figure in his homeland, which has named buildings and other places after him and uses his image on national bank notes.

"I'm so sorry. I'm sad," Obed Mokwana, a Johannesburg resident, said after hearing that Mandela was back in the hospital. "I just try to pray all the time. He must come very strong again."

In December, Mandela spent three weeks in a hospital in Pretoria, where he was treated for a lung infection and had a procedure to remove gallstones.

Earlier this month, he was hospitalized overnight for what authorities said was a successful scheduled medical test.

Presidential spokesman Mac Maharaj, referring to Mandela by his clan name "Madiba," said the latest stay was not for previously planned treatment.

"No, this wasn't scheduled. As you will appreciate the doctors do work with a great sense of caution when they are treating Madiba and take into account his age," he said. "And so when they found that this lung infection had reoccurred, they decided to have him immediately hospitalized so that he can receive the best treatment."

He said there had been a global outpouring of messages expressing concern for Mandela's health.

President Jacob Zuma wished Mandela a speedy recovery.

"We appeal to the people of South Africa and the world to pray for our beloved Madiba and his family and to keep them in their thoughts. We have full confidence in the medical team and know that they will do everything possible to ensure recovery," his office quoted him as saying.

In February 2012, Mandela spent a night in a hospital for minor diagnostic surgery to determine the cause of an abdominal complaint. In January 2011, he was admitted to a Johannesburg hospital for what officials initially described as tests but turned out to be an acute respiratory infection. He was discharged days later.

He also had surgery for an enlarged prostate gland in 1985.

The apartheid government released Mandela in 1990. Four years later, he became the nation's first democratically elected president under the banner of the African National Congress, helping to negotiate a relatively peaceful end to apartheid despite fears of much greater bloodshed. He served one five-year term as president before retiring.

Perceived successes during Mandela's tenure include the introduction of a constitution with robust protections for individual rights and the Truth and Reconciliation Commission, a panel that heard testimony about apartheid-era violations of human rights as a kind of national therapy session.

Mandela last made a public appearance on a major stage when South Africa hosted the 2010 World Cup soccer tournament.

Until his latest string of health problems, Mandela had spent more time in the rural village of Qunu in Eastern Cape province, where he grew up. He was visited there in August by then-U.S. Secretary of State Hillary Rodham Clinton.

Doctors said in December that he should remain at his home in Johannesburg to be close to medical facilities that can provide the care he needs.

Exclusive: Wal-Mart may get customers to deliver packages to online buyers

By Alistair Barr and Jessica Wohl

SAN FRANCISCO (Reuters) - Wal-Mart Stores Inc is considering a radical plan to have store customers deliver packages to online buyers, a new twist on speedier delivery services that the company hopes will enable it to better compete with Amazon.com Inc.

Tapping customers to deliver goods would put the world's largest retailer squarely in middle of a new phenomenon sometimes known as "crowd-sourcing," or the "sharing economy."

A plethora of start-ups now help people make money by renting out a spare room, a car, or even a cocktail dress, and Wal-Mart would in effect be inviting people to rent out space in their vehicle and their willingness to deliver packages to others.

Such an effort would, however, face numerous legal, regulatory and privacy obstacles, and Wal-Mart executives said it was at an early planning stage.

Wal-Mart is making a big push to ship online orders directly from stores, hoping to cut transportation costs and gain an edge over Amazon and other online retailers, which have no physical store locations. Wal-Mart does this at 25 stores currently, but plans to double that to 50 this year and could expand the program to hundreds of stores in the future.

Wal-Mart currently uses carriers like FedEx Corp for delivery from stores - or, in the case of a same-day delivery service called Walmart To Go that is being tested in five metro areas, its own delivery trucks.

"I see a path to where this is crowd-sourced," Joel Anderson, chief executive of Walmart.com in the United States, said in a recent interview with Reuters.

Wal-Mart has millions of customers visiting its stores each week. Some of these shoppers could tell the retailer where they live and sign up to drop off packages for online customers who live on their route back home, Anderson explained.

Wal-Mart would offer a discount on the customers' shopping bill, effectively covering the cost of their gas in return for the delivery of packages, he added.

"This is at the brain-storming stage, but it's possible in a year or two," said Jeff McAllister, senior vice president of Walmart U.S. innovations.

Indeed, the likelihood of this being broadly adopted across the company's network of more than 4,000 stores in the United States is low, according to Matt Nemer, a retail analyst at Wells Fargo Securities.

"I'm sure it will be a test in some stores," he added. "But they may only keep it for metro markets and for higher-priced items."

LEGAL BOUNDARIES

Start-ups such as TaskRabbit and Fiverr already let individuals rent out their time and expertise to companies and people looking for small jobs to be completed.

Zipments was founded in 2010 as a crowd-sourced delivery network that allowed anyone over 18 years old with a vehicle, a text-enabled phone, and a PayPal account to bid on courier services for local businesses.

Such online match-making businesses often push legal boundaries - and a Wal-Mart crowd-sourced delivery program would be no different, according to Nemer.

Online packages delivered by customers may never reach their destination, either through theft or fraud, the analyst said.

Such a crowd-sourced delivery service may not be as reliable as FedEx or United Parcel Service, which have insured drivers, he added.

"You are comfortable with a FedEx or UPS truck in your driveway, but what about a stranger knocking on your door?" Nemer said.

ZIPMENTS EVOLVES

While Zipments started out with a pure crowd-sourcing approach, the company now does more screening of drivers before allowing them to be part of its delivery network, Chief Executive and co-Founder Garrick Pohl said in an interview. It now serves big cities including New York and Chicago.

Theft, fraud and late deliveries have never been a problem, but insurance and licenses were an obstacle, Pohl explained.

Drivers often need personal liability insurance to cover package delivery activities. Cargo insurance is also needed. Zipments self-insures this risk up to $250, but the firm encourages its couriers to buy additional coverage for higher-value packages, Pohl said.

In some areas, like downtown Chicago, people also need a courier license to deliver things, he added.

"Zipments now helps people get all these things set up before allowing them to deliver goods," Pohl said.

Still, he said the issues are not insurmountable, citing pizza restaurants, which have used part-time drivers to deliver pies for years.

"It's a great solution for large retailers like Wal-Mart," Pohl said. "We'd like to see them move quicker, but it's great that they are considering it."

Zipments is trying to provide such services to retailers, although Pohl declined to say which companies the start-up is talking to about this.

Congressman wants to telecommute

For the second time, a member of Congress is proposing rule changes that would let lawmakers telecommute to Washington and pass laws without meeting face to face. But is that in the best interests of voters?

Joint_Session_of_CongressThe idea of a ?virtual Congress? isn?t new and isn?t likely to get a lot of support in the current Congress, but it does raise some interesting issues.

New Mexico Representative Steve Pearce introduced the idea back in November 2010. His latest resolution argues that that a remote Congress is better for citizens, because it puts elected representatives closer to constituents.

Pearce?s resolution ?directs the Committee on House Administration to establish procedures and rules for the consideration of legislation by Members of Congress in a virtual setting.?

In short, the House of Representatives would be able to teleconference and video conference and ?implement hearings, conduct debate, meet, and vote? under Pearce?s plan.

Pearce?s argument also states that a remote Congress would save taxpayers money by minimizing travel costs, and prevent evildoers who might disrupt the government with a terrorist attack on Capitol Hill by spreading members across the country.

In a 2010 policy document, Pearce provided more details about the plan. For starters, the House wouldn?t be 100 percent virtual, which would keep the proposal from conflicting with constitutional requirements for it to meet in person in Washington.

?Members of Congress would report to Washington for debate and votes on critical bills and bills that pass a certain threshold of spending. Other occasions that warrant they be present in person would be to attend the annual State of the Union or receive addresses by foreign heads of state and other significant events,? he said in 2010.

Article 1, Section 5, Clause 4 of the Constitution requires that if the House or Senate wants to meet in session outside of the Capitol, it needs permission from the other chamber.

The 20th Amendment also requires that Congress ?shall assemble at least once in every year, and such meeting shall begin at noon on the 3d day of January, unless they shall by law appoint a different day.?

Pearce also states that a remote Congress would insulate members from lobbyists in Washington, and make representatives directly responsible to voters.

?Regular, everyday citizens have little-to-no-input as legislation moves through the subcommittees, full committees or floor debate. That is a problem that needs resolution,? Pearce said in 2010.

Last week, he told The Hill that ?Keeping legislators closer to the people we represent would pull back Washington?s curtain and allow constituents to see and feel, first-hand, their government at work.?

However, critics of the current Congress and its underachieving predecessor point to the constant travel to and from Washington by politicians as a leading cause of gridlock.

Labeled ?The Commuter Congress,? most lawmakers use long weekends to travel home and see family members and constituents. Business on Capitol Hill is often limited to three or four days a week.

For example, in the current calendar for the 113th Congress, the House meets four days a week for 26 weeks in the year; its members are never scheduled to work a five-day week. The House will work on 14 Fridays, out of 52, this year.

Former Senate leaders Trent Lott and Tom Daschle have talked about the lack of personal contact outside of work between Congress members as a direct factor in political gridlock.

?I know many times I would look up on TV and I would see somebody and then the name would come up and it would say ?member of Congress? and I?d go ?I don?t even know who that is,?? former congressman Connie Mack told CNN in January 2013.

A 2011 Newsweek article recounted some tales from prior sessions of Congress, where politicians and their families spent a lot of time with each other outside of the Capitol?and regardless of political affiliation.

?Real legislating?the compromises and deal making that distinguish politics from posturing?happens only among people who know and respect each other,? said author Lisa Miller.

Miller also pointed out two other realities: Some politicians don?t want to be seen as part of the Washington establishment, and it?s easier for congressional members to raise election funds at home.

Back in 1787, when the Constitutional Convention met in Philadelphia, much compromise was achieved when the delegates met socially after their contentious sessions inside what is now known as Independence Hall. Many also stayed in the same rooming houses. The resulting document was the U.S. Constitution, which set up Congress along with other essential institutions of government.

Ohio prosecutor drops charge against Pa. groundhog

FILE - This Saturday, Feb. 2, 2013 file photo shows Groundhog Club Co-handler Ron Ploucha holding the weather predicting groundhog, Punxsutawney Phil, after the club said Phil did not see his shadow and there will be an early spring during the Groundhog Day ceremony in Punxsutawney, Pa. Bill Deeley, president of the Punxsutawney Groundhog Club's Inner Circle, told The Associated Press on Monday, March 25, 2013 that the animal rightly predicted six more weeks of winter last month, but he mistakenly announced an early spring because he failed to correctly interpret Phil's "groundhog-ese." (AP Photo/Keith Srakocic, File)

CINCINNATI (AP) ? Phil is off the hook.

A winter-weary Ohio prosecutor who filed a tongue-in-cheek criminal indictment against the famous Pennsylvania groundhog over his "prediction" of an early spring dropped the charge Tuesday. Butler County Prosecutor Mike Gmoser said Punxsutawney Phil has a "defense with teeth in it" since the animal's handler is taking the blame.

The Groundhog Day celebration in Punxsutawney, about 65 miles northeast of Pittsburgh, attracts worldwide attention each year. But when Gmoser filed his indictment last week after snow was forecast to fall after the official start of spring, renewed attention made it feel like Feb. 2 all over again.

Bill Deeley, president of the Punxsutawney Groundhog Club's Inner Circle, said Monday the furry prognosticator had actually predicted six more weeks of winter, but he mistakenly announced an early spring because he failed to correctly interpret Phil's "groundhog-ese."

"Now it turns out, Punxsutawney Phil is little more than a scapegoat," Gmoser wrote in the dismissal.

That's a sharp contrast to last week, when Gmoser had written: "Punxsutawney Phil did purposely, and with prior calculation and design, cause the people to believe that spring would come early."

Deeley said Tuesday that going after the groundhog probably gave prosecutors some relief from their challenges in bringing murderers, drug dealers and other criminals to justice, and that Phil seemed nonplussed by the charge.

"No, he's not worried," Deeley said. "He's getting three square meals a day, and a lot of rest."

He also said the community appreciated all the extra publicity, which he said "you couldn't put a dollar figure on." Gmoser's office said he had also received hundreds of calls.

Deeley wanted to be sure Tuesday he wouldn't be the prosecutor's next target, but Gmoser said it was time to move on.

"Truly, I have really serious work to do in Butler County," he said from his office in Hamilton, some 25 miles north of Cincinnati, even as snowflakes dropped from the skies. "Let's end it on a high note."

He assured Ohio's lesser-known fuzzy forecaster, Buckeye Chuck, he won't face prosecution for his own erroneous prediction. Chuck, it turned out, was granted immunity after agreeing to cooperate with the state.

"I'm kind of done with animal cases," Gmoser said. "Maybe another prosecutor can go after the Easter Bunny." __

An Early Build of Windows Blue has Leaked, Bringing IE 11 and Minor Interface Tweaks

An Early Build of Windows Blue has Leaked, Bringing IE 11 and Minor Interface Tweaks
An early build of Microsoft's rumored Windows Blue OS has started popping up on file sharing sites, bringing with it some minor tweaks to the Windows experience.

You'll come away disappointed if you were hoping for a radical departure from Windows 8. In fact, it's probably better to think of this as a Windows 8 service pack than a new OS. You'll be able to choose from some new Live Tile arrangements and color schemes, as well as a Snap View for running two apps side by side. The most noteworthy addition is the built-in Internet Explorer 11 browser, but it's not yet clear what changes are present.

If you want to try installing it yourself, the leak is referred to as "Build 9364," and it's making the rounds on most file sharing sites. Otherwise, you can find a ton of screenshots on the French Winforum site linked below.

Pakistan Taliban threaten to send Musharraf to 'hell' when he returns

By Sheree Sardar

ISLAMABAD (Reuters) - Pakistan's Taliban have threatened to dispatch suicide bombers and snipers to kill former President Pervez Musharraf when he returns home from exile on Sunday to contest elections.

In a Taliban video obtained by Reuters, Adnan Rasheed, who took part in a previous attempt to assassinate Musharraf, warned: "The mujahideen of Islam have prepared a special squad to send Musharraf to hell. There are suicide bombers, snipers, a special assault unit and a close combat team."

Musharraf angered the Taliban and other groups by joining the U.S. war on terror following the September 11 attacks and by later launching a major crackdown on militancy in Pakistan.

He is due to return home on Sunday after nearly four years of self-imposed exile in Dubai and London, in time to take part in parliamentary elections on May 11.

Musharraf seized power in a 1999 coup and resigned in 2008 when his allies lost a vote and a new government threatened him with impeachment. He left the country a year later.

The former army general faces the possibility of arrest on charges that he failed to provide adequate security for former prime minister Benazir Bhutto before her assassination in 2007, and in relation to other cases.

But his most immediate concern may be the Taliban, who are seeking revenge for his crackdown on militants fighting to topple the U.S.-backed government and impose their austere version of Islam.

"When the jackal's death is near he heads to the town," said Rasheed, who was among 400 prisoners who were broken out of a jail by militants in 2012.

Militants were especially enraged when Musharraf's security forces launched a full-scale attack on Islamabad's sprawling Red Mosque in 2007 after followers of radical clerics running a Taliban-style movement from there refused to surrender.

The government said 102 people were killed in fighting when the complex was stormed.

"The Pakistani Taliban is fully prepared to deal with this pharoah. If God is willing, we will give this devil what he deserves and give satisfaction to the victims of the Red Mosque," said Taliban spokesman Ehsanullah Ehsan in the video.

MILITANTS TRAINING

In the footage, hooded militants in combat gear clutching AK-47 assault rifles conduct training exercises along hills. Some practice making a roadside bomb, which later explodes.

"Pervez Musharraf you see the death squad around me," said a bearded man who appears to be their trainer, in English. "We urge you to surrender yourself to us, otherwise we will hit you from where you will never reckon."

It's not clear whether Musharraf will manage to regain influence in Pakistan, where strong contenders for the election include Nawaz Sharif, the man he ousted in a military coup, and cricketer-turned-politician Imran Khan.

But he remains ambitious. Musharraf has invested in his political party and has been apparently seeking support from influential Saudi Arabia.

But Musharraf has been far removed from Pakistan's stormy politics and its streets, where demands have been rising for an end to corruption, poverty and crippling power cuts.

In Dubai, he lives in a luxurious part of the emirate.

When a gene is worth two: Same gene fulfills different biological roles in plants

Mar. 22, 2013 ? The notion that each gene can only codify for a single protein has been challenged for some years. Yet, the functional outcomes that may result from genes encoding more than one protein are still largely unknown. Now, in a study published in the latest issue of The Plant Cell journal, a group of scientists led by Paula Duque at the Instituto Gulbenkian de Ci?ncia (IGC, Portugal) discovered a gene -- ZIFL1 -- that has the particularity of producing two different proteins with completely distinct locations and functions in the plant. The researchers observed that in the root ZIFL1 codifies a protein that is important for the transport of auxin, a hormone essential for the correct growth and development of the plant. However, in the leaves the same gene originates a protein that promotes tolerance to drought. The gene presented in this study is one of the few identified to produce two proteins with such different biological roles.

ZIFL1 belongs to a family of transporter genes known to be present in all classes of organisms, but the functional role of most of its members remains unknown. What is known is that these transporter genes encode proteins that are integrated into cell membranes and act by allowing the passage of small molecules across them. By undergoing genetic and cell biology studies in the plant model Arabidopsis thaliana, Paula Duque's team was able to study the role of the ZIFL1 gene. What surprised the scientists was that mutant plants unable to produce the ZIFL1 transporter presented specific defects in different organs and functions. On one hand, their roots exhibited problems of growth, ramification and orientation when compared to normal plants.

These observations suggested that the ZIFL1 gene was involved in the transport of the auxin hormone, which plays an important role in the development of the root. But the researchers also found out that the mutant plants had problems in tolerating drought. They realized that the leaf pores that regulate transpiration -- the stomata -- were more open in the mutants than in normal plants, resulting in the loss of higher quantities of water. This suggested a role for ZIFL1 in the closure of stomata and in the control of water loss by the plant, which can be critical under drought conditions.

Intrigued by these observations, the researchers investigated whether the ZIFL1 gene could be originating two proteins that would act differently in distinct tissues. Alternative splicing is a key mechanism allowing the same gene to produce multiple proteins. When genes are activated to give rise to proteins, they first originate an intermediate molecule of RNA that can be processed differently, with some parts being removed. This cut and paste process may originate different RNA molecules that can then be converted into different proteins. Estelle Remy, investigator at Duque's laboratory and first author of this work, observed that in the case of the ZIFL1 gene, alternative splicing originates two RNA molecules that differ in just two chemical residues. However, this small difference has a huge impact on the proteins that are generated, with one of them being shortened by 67 amino acids. In collaboration with Isabel S?-Correia's group? at Instituto Superior T?cnico, the researchers then tested the activity of the two proteins in yeast cells and found that both transport potassium ions.

Having different size but similar transport activity, Estelle looked for the reason why these two proteins had such distinct biological functions. Surprisingly, she observed that root tissues only present the longer form of the protein, whereas the shorter protein can only be found in the leaves. Furthermore, the location of these two proteins also differs inside the cells of the root and leaves, being integrated into different cell membranes. According to Estelle, "the fact that we cannot find both proteins being expressed either in roots or leaves suggests that these tissues may have specific factors that somehow influence the splicing of the ZIFL1 RNA into the form that confers the biological role necessary for that tissue."

Says Paula Duque, "To our knowledge, there are not many known cases of proteins with such different biological functions being codified by the same gene. What is most fascinating is how the inclusion or removal of just two chemical residues in the RNA molecule results in the production of two proteins that play essential roles either in hormone transport or in tolerance to drought."

Alternative splicing is a crucial mechanism to generate protein diversity. In humans, about 20,000 to 25,000 genes codify proteins. However, recent studies indicate that over 90% of these genes undergo alternative splicing, with scientists estimating that there may be up to 500,000 or more different proteins in the human body.

This study was carried out at the IGC in collaboration with the research groups of Isabel S?-Correia (Biological Sciences Research Group, IBB/CEBQ, Instituto Superior T?cnico, Portugal) and Ji?? Friml (VIB/Ghent University, Belgium and Institute of Science and Technology, Austria). It was funded by Funda??o para a Ci?ncia e a Tecnologia (Portugal).

Three killed in shooting at Quantico Marine Base

Matthew Barakat / AP

The entrance to Marine Corps Base Quantico in Northern Virginia is shown early Friday after three Marines, including the suspected assailant, died in a shooting.

By Courtney Kube and John Newland, NBC News

A Marine opened fire on two of his comrades Thursday night at a base in Quantico, Va., before turning the gun on himself, leaving all three dead, military officials said.

A relationship dispute was believed to be behind the shooting, which occurred in the staff barracks area of the Officer Candidates School at Marine Corps Base Quantico in Northern Virginia, a Marine official said.

The assailant and both victims, a man and a woman, were staff members at the school and not students,, a senior defense official said. The official called the incident "isolated," adding: "There was nothing random here."

The names of the dead were being withheld pending notification of next of kin.

Military police and Prince William County, Va., Sheriff's Department officers responded to a report of gunshots about 11 p.m. ET Thursday and found one Marine dead and the shooter barricaded inside the barracks, a Marine official said. The barricade lasted until 3 a.m., when officers entered the barracks and found two more bodies, including that of the shooter, the official said. All three were pronounced dead at the scene.

The assailant appeared to have died from a self-inflicted gunshot wound, base officials said.

The base had been under lockdown after the incident, but its status early Friday returned to "Code Green," meaning operations were normal.

A message posted on Quantico's Facebook page?had earlier had told residents to remain in their homes with their doors locked.

Quantico is about 40 miles south of Washington in the Northern Virginia suburbs.

The Officer Candidates School calls itself "the first proving ground for future Marine officers." Its graduates attain the rank of 2nd lieutenant.

It has a reputation for being challenging.

"The mission of OCS is to train, screen and evaluate candidates, who must demonstrate a high level of leadership potential and commitment to success in order to earn a commission," the Marine Corps says on the school's website. "Officer Candidates School training will be more demanding than any you've experienced before, regardless of commissioning program."

(AP) ? John Giannini kept calling timeouts as La Salle's big lead kept slipping away, an 18-point halftime advantage wiped out by fourth-ranked Kansas State's frantic comeback.

The coach's message every time was simple: Keep playing defense.

The Explorers finally answered his challenge.

Jerrell Wright made three foul shots in the final 30 seconds, and the No. 13 seed from the Atlantic 10 buckled down on defense in the closing minutes, allowing the Explorers to polish off a 63-61 upset win Friday in the second round of the NCAA tournament.

"Every timeout, every time we came in, he was riding us on defense," said Ramon Galloway, who finished with 19 points for La Salle. "We had a good margin, and they came back and actually took the lead. We had to stick together, dig down deep and get some stops."

The Wildcats trailed 44-26 at halftime, but didn't make another field goal after Jordan Henriquez's layup with 4:54 remaining in the game. In fact, Kansas State only managed one more point ? a free throw by the 7-footer with 2:25 left on the clock ? the rest of the way.

That gave the Explorers (22-9) the window they needed.

Wright, who scored a game-high 21 points, made his first two clutch free throws to give La Salle a 62-61 lead with 30 seconds left. Henriquez missed in the paint at the other end, and then Wright made the first of two more foul shots with 9.6 seconds to go.

The Wildcats (27-8) raced down court, looking for a tying basket, but guard Angel Rodriguez got hung up in the corner near the Kansas State bench. His off-balance shot over the corner of the backboard missed everything, deflating a partisan crowd that packed the Sprint Center.

"They made the plays down the stretch and we didn't," said Kansas State coach Bruce Weber, who let his guys freelance on the final possession rather than calling a designed play.

Weber said he tried to call a timeout with Rodriguez boxed in, but the referees didn't hear him with the crowd roaring.

"I guess it's my fault," he said. "I waited too long."

Sam Mills was credited with shutting down Rodriguez on the game's final possession.

The junior guard also had 10 points for La Salle, which beat Boise State in one of the First Four games Wednesday night in Dayton, Ohio, caught a late plane to Kansas City and has now won two games in the NCAA tournament for the first time since 1955.

"We're not playing with house money. That's not at all how we'd every think," said Giannini, whose program hadn't even been to the NCAA tournament since 1992. "We want to win every game."

The next one will come against No. 12 seed Mississippi, which knocked off fifth-seeded Wisconsin 57-46 earlier in the day in a suddenly shredded West Region.

"We don't have a chance to be tired or sore," Galloway said. "We're ready for our chance."

Henriquez and Shane Southwell scored 17 points each for Kansas State, which managed to climb back in the game in the second half by holding La Salle to 3-for-18 shooting after the break.

Senior guard Rodney McGruder, the Wildcats' leading scorer, finished with 12 points.

"It's the worst feeling in the world," he said. "It's the last time I'll play a game in the K-State uniform, and the last time I'll be on a team with some of the teammates I have now. It just hurts to go out the way we did."

Giannini was worried his team would be weary after beating Boise State two days ago, so his guys hardly practiced Thursday. They made up for it by putting up extra shots before the game, remaining on the court when Kansas State headed to the locker room for final instructions.

Evidently, they got into quite the rhythm.

Galloway hit the first of his three first-half 3-pointers on La Salle's opening possession, and he was followed in quick succession by Mills and Tyreek Duren, whose own shots from beyond the arc effectively silenced a crowd that came dressed mostly in purple and white.

Weber kept calling timeouts to implore his team to settle down, but nothing seemed to stick.

The Explorers pushed their lead to 35-16 late in the first half, and even when the Wildcats made back-to-back baskets ? and their subdued fans started to stir ? La Salle's veteran backcourt was there to answer with a slicing layup or a fall-away jumper.

La Salle shot 58 percent and committed two turnovers in building a 44-26 halftime lead, while the Wildcats went 1 for 8 from beyond the arc and turned it over seven times.

Everything turned in the second half.

Those open 3-pointers the Explorers had been pouring in were replaced with brick shots and air balls, their weary legs starting to show. And those lousy passes and missed layups by Kansas State were replaced with crisp feeds for open looks around the basket.

Henriquez, the Wildcats' 7-footer, started to take advantage of a 6-inch advantage in the paint, scoring six points during their 20-5 run to open the half. When he checked out, bruising post player Thomas Gipson kept the pressure on, demoralizing the smaller Explorers.

"As good as we were in the first half, Kansas State was that good in the second half," Giannini said. "They were terrific in the second half."

Gipson's basket in the paint drew Kansas State within 56-55, and then a put-back by McGruder gave the Wildcats their first lead of the game with 7:10 remaining.

Wright's two foul shots with just over 4 minutes left in the game knotted it 60-all, and Henriquez's free throw with 2:25 remaining gave Kansas State the lead. But McGruder missed a closely guarded jumper on the Wildcats' next trip, and then rattled out a 3-pointer.

The Explorers' defense helped them finish off a memorable upset.

"It came down to individual battles," Giannini said, "and our guys stepped up."

Is Earth's mysterious layer molten magma?

There have been several conflicting theories on a thin, jellylike layer under Earth's massive tectonic plates, and a new observation almost defines it as melted magma.

Sandwiched between two rock layers ? the rigid lithosphere and the more pliable asthenosphere? this thin boundary is like the jelly in a peanut butter sandwich. Scientists think it could be very wet rock, or even partially melted rock, but no one knows for sure.

"There have been a lot on conflicting studies," said Kerry Key, a seismologist at the Scripps Institution of Oceanography in San Diego.

Understanding the nature of the boundary layer and its role in plate tectonics is one of the grand challenges in seismology, according a list assembled by the Incorporated Research Institutions for Seismology in 2009.

Now, a new study co-authored by Key appears to confirm the boundary zone is molten magma, at least under the ocean floor. Off the coast of Nicaragua, beneath the Cocos tectonic plate, researchers discovered a 15-mile-thick (25 kilometers) layer of partially melted rock at the bottom of the lithosphere. The results are published March 20 in the journal Nature.

"It's really a surprise," said Samer Naif, a Scripps graduate student and lead author of the study."We went out to try and understand the crustal fluid cycle at a subduction zone and we stumbled upon a partial-melt layer."

In past decades, the dominant view was that the boundary layer was likely melt-free, but weakened by water-rich minerals, Naif said. But in the last five years, new studies based on earthquake waves passing through the layer suggested the zone was molten, at least in certain places, he said.

The researchers saw the molten zone beneath the Cocos plate while using a technique that looks for subtle variations in Earth's naturally occurring electric and magnetic fields. These variations reveal structures below the surface, and are particularly effective at revealing pockets of liquid, such as oil and gas reservoirs.

"We've come out of left field with electromagnetic data, which shows much more sensitivity to features like this," Naif said. We could potentially have a lot more to say [about the boundary layer] if we go out and do more surveys," he told OurAmazingPlanet.

The lithosphere-asthenosphere boundary (LAB) puts the "plate" in plate tectonics, marking the bottom of the stiff tectonic plates that shift on Earth's surface, riding convection currents deeper in Earth's mantle. Both layers are solid rock, but the lithosphere is hard, stiff and cold and the hotter asthenosphere flows and deforms on a geologic time scale. The discontinuity, molten or not, lies at depths from 30 miles (50 km) under the ocean floor to 120 miles (200 km) beneath continents.

The group's next step is to explain why the magma is there, Key said. Other studies suggest that older ocean lithosphere does not have a molten LAB, Naif added. The geologically young Cocos plate could have remnant magma plastered to its underbelly from its birth at a nearby mid-ocean spreading ridge, for example.
