Immigration Reform Is Not A Zero Sum Game

Tomorrow, the House of Representatives will vote on Republicans? first post-election attempt at pro-immigration reform. But their bill, the STEM Jobs Act (H.R. 6429), sponsored by Rep. Lamar Smith, R-Texas, eliminates as many visas as it creates. Worse, it uses the illusion of immigration reform to actually decrease immigration. If the GOP wants to rehabilitate its immigration image, it should not begin by creating winners and losers ? and this bill creates many more losers than winners.

The bill grants 55,000 green cards to college graduates of U.S. universities with degrees in science, technology, engineering, and mathematics ? the STEM fields. But it simultaneously eliminates the same number of green cards under the Diversity Visa Program, which awards visas mainly to low-skilled immigrants from underrepresented countries ? mostly in Africa.

If this bill passes, it would create a dangerous precedent that GOP-sponsored immigration reform means eliminating visas for the less educated to give to the highly educated. Such a false choice will doom immigration reform by making America?s immigration system even more discriminatory and restricting avenues for legal immigration ? which inevitably leads to more of the illegal kind.

This legislation is even worse than a trade. It actually would reduce legal immigration overall. Last year, the United States graduated just 30,000 foreign-born doctorate and master?s degree students in STEM fields, which means if you assume 75 percent apply, less than half the total number of visas will be used. Because the bill forbids the unused visas from being used in other categories or from being rolled over after 2014, it actually results in a huge reduction in immigration over time.

Over the past few years, anti-immigration advocates have begun to target low-skilled immigration for elimination and suggest it could be replaced with high-skilled. The Heritage Foundation, NumbersUSA, and many politicians have proposed eliminating the main legal avenues low-skilled immigrants have to enter: certain family-based immigration and the diversity visa. Just this week, former-Congresswoman Heather Wilson (R-NM) argued in The Washington Times for ?a national merit selection? to replace laws based on ?family relationship? and a ?lottery system? (i.e. the diversity visa).

Rep. Smith?s STEM bill is the first attempt to implement this policy change. The bill is a foot in the door toward eliminating other green card categories that allow lower-skilled workers to legally enter the U.S. With comprehensive immigration reform in the works, this bill is worse than a distraction. It would reduce legal immigration and demonstrate pro-immigration congressmen are willing to trade current immigration categories and low-skilled immigrants for wealthier immigrants. Now is no time to allow the anti-immigration forces in Congress to sense blood in the water.

What makes this issue so critical is the low skilled have so few options under the current system. From Mexico, for example, only 3 percent of low-skilled legal workers enter through the employer-based green card system because only 5,000 are available. This means Mexican low-skilled workers must rely on family-based visas. For diversity visa beneficiaries, the situation is even worse. Since they are already under-represented in America?s immigrant pool, few have relatives to sponsor them for green cards. If the diversity visa was eliminated, these immigrant?s only legal pathway to the?United States would be gone.

But this is exactly what certain congressmen want: the progressive elimination of legal means for low-skilled workers to enter the?United States ?It might seem arbitrary to allocate visas to the millions who want them through a lottery or based on the fact their brother or sister immigrated here ? and it is ? but unless Congress wants to create other accessible avenues for these types of workers, these systems should stay.

After his bill failed in September, Rep. Smith made it more palatable. New sections would expand the V Visa program to reduces the wait for spouses and children of permanent residents to receive green cards from three years to one. Yet even here, the language creates a new unnecessary restriction: it rescinds the current V Visa work authorization for spouses. Why would any member of Congress concerned about having self-sufficient immigrants remove their ability to work?

Even the section on STEM workers contains objectionable provisions. It would require the Department of Homeland Security to post on the internet?the names and locations of employers who hire these immigrants, potentially making them targets for harassment. This unnecessarily violates employer privacy and could keep many from applying.?Pro-immigration reform should protect the privacy of both immigrants and their employers, not place a scarlet letter on them.

Immigration is not a zero-sum game. No one needs to lose when America attracts world-class talent to settle here. The bipartisan agreement that high-skilled immigration is a good thing should not obscure the benefits low-skilled immigration brings.?The STEM Jobs Act presents America with a false choice and symbolizes the wrong way forward on immigration reform.

Swisscom rolls out first LTE in Switzerland on November 29th

The European LTE landscape is unfortunately a fragmented one that favors large countries with large carriers. We can chalk up at least one victory for the smaller nation states, however: Switzerland is getting its first LTE network on November 29th. The country's main provider, Swisscom, is launching initial 4G coverage in 26 cities and regions using the LTE-equipped HTC One X (One XL abroad), quickly following up with the early December availability of the Galaxy S III, Galaxy Note II and Nokia Lumia 920. A Huawei USB stick and a ZTE hotspot will also be on tap. Customers won't need to spring for a new plan to use the new network on a basic level, although Swisscom's uncommon speed-based phone plans mean they'll be paying a stiff 169 francs ($181) per month to max out the 4G network. We imagine at least some will bite if it means speedy data in Zurich.

Regional Parks: Investing in a healthy retirement plan

Because the Northern Virginia Regional Park Authority is an independent governmental authority (not part of a City, County or State), we do a lot of our own administrative functions like, purchasing, human resources, and retirement plans, that in a larger government would be handled by different departments.

Our retirement plan is run by a group of Trustees that include an elected representative of the retirees, the Planning and Development Director, Chairman of the NVRPA Board, and me, the Executive Director. We had one of our regular meetings yesterday to work on diversifying some of our investments and review our performance. Our investments had grown about 12% so far this year, but with the fiscal cliff looming, the stock performance in December is anyone?s guess?

Like almost all retirement plans ours has been hurt by the erratic stock performance particularly through the recession. We also carry some unfunded obligations from when the plan was started in the 1980s. The good news is that we have been taking good consistent actions over time to make the plan healthy. Every year we have an actuarial study to determine how much should be contributed, and each year we make to commitment to fund that amount. In our Strategic Plan we pledged to reduce the unfunded obligations from when the plan was started by 25% over the next 5 years.

Several years ago in the heart of the recession we had a special two day Board Retreat where we looked in detail at all of our options for retirement benefits. After an in-depth analysis, we decided the best option was to work to make our plan healthy. We have been putting a lot of effort to those ends ever since.

'Second Skin' Military Fabric Repels Chemical and Biological Agents

Military uniforms of the future may offer a new layer of critical protection to a highly breathable, reversible new nanotube-based material being developed by research by teams at the University of Massachusetts Amherst and other institutions.  Credit: Jacqueline McBride, Lawrence Livermore National LabMilitary uniforms of the future may offer a new layer of critical protection to wearers thanks to research by teams at the University of Massachusetts Amherst and several other institutions who are developing a nanotube-based fabric that repels chemical and biological agents.

UMass Amherst polymer scientists Kenneth Carter and James Watkins, collaborating with team leader Francesco Fornasiero of Lawrence Livermore National Laboratory (LLNL), recently received a five-year $1.8 million grant to design ways to manufacture the new material as part of a $13 million project funded by the U.S. Defense Threat Reduction Agency. It's estimated that the new uniforms could be deployed in the field in less than 10 years.

The researchers say the fabric will be able to switch reversibly from a highly breathable state to a protective one in response to the presence of the environmental threat without the need for an external control system. In the protective state, the uniform material will block the chemical threat while maintaining a good breathability level. "The uniform will be like a smart second skin that responds to the environment," says Fornasiero.

UMass Amherst polymer scientists bring expertise in additive-driven assembly processes that bring polymers and nanoparticles together to produce hybrid functional materials to the project. Membrane and layer fabrication will take place in part through the university's Roll-to-Roll Nanofabrication Laboratory.

The new fabric's reversibility is due to highly breathable membranes with pores made of a few-nanometer-wide, vertically-aligned carbon nanotubes modified with a functional surface layer designed to respond to the presence of a chemical warfare agent, says Watkins at UMass Amherst. The threat response would be triggered by direct chemical warfare agent attack. The fabric would switch to a protective state by closing the pore entrance or by shedding the contaminated surface layer.

For wearer comfort and safety, high breathability is a critical requirement for protective clothing to prevent heat stress when military personnel are engaged in missions in contaminated environments. To provide high breathability, the new composite material will take advantage of the unique transport properties of carbon nanotube pores, which offer gas transport rates two orders of magnitude faster than any other pore of similar size.

The polymer scientists point out that biological agents such as bacteria and viruses are close to 10 nanometers in size. Because the membrane pores on the uniform are only a few nanometers wide, these membranes will block such agents.

However, chemical agents such as mustard gas and nerve gas can be much smaller and require the membrane pores to be able to react to block that threat. To create a multifunctional membrane, the research team plans to modify the surface of the original prototype carbon nanotube membranes with chemical threat responsive functional groups. These functional groups sense and block the threat like gatekeepers on entrance.

The scientists also plan to develop a second, "shedding" response scheme in which the fabric exfoliates upon recation with a chemical agent. In this way, the fabric will be able to block chemical agents such as sulfur mustard (blister agent), GD and VX nerve agents, toxins such as staphylococcal enterotoxin and biological spores such as anthrax.

Carter at UMass Amherst says, "Mimicking the way real skin responds to threats by exfoliation and shedding of contaminated areas will allow for a dynamic responsive garment, all achieved through controlled chemical reactions in this new advanced fabric."

Tracee Harris, science and technology manager for the Dynamic Multifunctional Material for a Second Skin Program, says, "Development of chemical threat responsive carbon nanotube membranes is a great example of a novel material's potential to provide innovative solutions for the Department of Defense CB needs. This futuristic uniform would allow our military forces to operate safely for extended time periods and successfully complete their missions in environments contaminated with chemical and biological warfare agents."

NFL Rumors: Could The Minnesota Vikings Sign Alex Smith In The Offseason?

It certainly has been an interesting NFL career for San Francisco 49ers?quarterback Alex Smith. From being drafted #1 overall in 2005 by the 49ers, through virtually annual changes in offensive coordinator to finding a head coach that believed in him in Jim Harbaugh. Even through San Francisco?s apparent interest in Peyton Manning last off-season, Smith persevered?and signed a three-year deal with the 49ers to remain the?team?s starting quarterback.

But he suffered a concussion in Week 10 against the St. Louis Rams,?which?opened the door for 2011 second-round pick Colin Kaepernick to start Week 11 against the Chicago Bears. Kaepernick performed well enough (16-for-24 for 243 yards and two touchdowns) in that game to earn another start this past Sunday against the New Orleans Saints?despite the fact Smith was cleared to play.

Kaepernick looks likely to remain the 49ers? starting quarterback for the rest of the season as long as he stays healthy and continues to perform well, and there?s a good chance he?ll enter 2013 as at least part of a competition for the starting job. That clearly puts Smith?s future in San Francisco in doubt, and the fact he is due his full $7.5 million base salary for next season if he is on the roster next April 1 may be enough for the 49ers to release him. It can be expected multiple teams would have interest in?Smith if he were available.

The Minnesota Vikings?have a starting quarterback in place with second-year man Christian Ponder, who has had some ups and downs this season in his first full year as a starter. His best games this season have come when he has avoided turnovers and effectively ?managed the game?, but some bad moments at inopportune times have prevented the Vikings from being able to keep pace in some other games. It?s hard to give a fair evaluation of Ponder from the outside looking in due to the lack of talent Minnesota has at wide receiver, but at some point all quarterbacks have to be able to overcome adverse situations.

Smith has been the quintessential game manager over the past two seasons, completing just over 64 percent of his passes and throwing just 10 interceptions in 25 starts over that span. He also has a?19-5-1 record as a starter over the past two regular seasons as the 49ers? have largely relied on a competent running game and one of the league?s top defenses to win games. In a lot of ways Smith has become the type of quarterback Ponder should aspire to be, given that the Vikings are built similarly with one of the league?s best running backs in Adrian Peterson and a defense that has some recognizable veterans.

As we have learned this season around the league, having a competent backup quarterback has become essential no matter how good a team?s starting quarterback is. Signing Smith next off-season would put the Vikings in a position of strength in that regard,?with?the residual benefit of forcing the team?s offensive coaches to find other ways to use current backup quarterback Joe Webb. The big question is if Vikings? general manager Rick Spielman?will be willing to alter his plan at quarterback and bring in legitimate competition?or a potential replacement for Ponder.

Rapid changes in climate don't slow some lizards

ScienceDaily (Nov. 26, 2012) ? One tropical lizard's tolerance to cold is stiffer than scientists had suspected. A new study shows that the Puerto Rican lizard Anolis cristatellus has adapted to the cooler winters of Miami. The results also suggest that this lizard may be able to tolerate temperature variations caused by climate change.

"We are not saying that climate change is not a problem for lizards. It is a major problem. However, these findings indicate that the thermal physiology of tropical lizards is more easily altered than previously proposed," said Duke biologist Manuel Leal, co-author of the study, which appears in the Dec. 6 issue of The American Naturalist.

Scientists previously proposed that because lizards were cold-blooded, they wouldn't be able to tolerate or adapt to cooler temperatures.

Humans, however, introduced Puerto Rican native A. cristatellus to Miami around 1975. In Miami, the average temperature is about 10 degrees Celsius cooler in winter than in Puerto Rico. The average summer temperatures are similar.

Leal and his graduate student Alex Gunderson captured A. cristatellus from Miami's Pinecrest area and also from northeastern Puerto Rico. They brought the animals back to their North Carolina lab, slid a thermometer in each lizard's cloaca and chilled the air to a series of cooler temperatures. The scientists then watched how easy it was for the lizards to right themselves after they had been flipped on their backs.

The lizards from Miami flipped themselves over in temperatures that were 3 degrees Celsius cooler than the lizards from Puerto Rico. Animals that flip over at lower temperatures have higher tolerances for cold temperatures, which is likely advantageous when air temperatures drop, Leal said.

"It is very easy for the lizards to flip themselves over when they are not cold or not over-heating. It becomes harder for them to flip over as they get colder, down to the point at which they are unable to do so," he said.

At that point, called the critical temperature minimum, the lizards aren't dead. They've just lost control of their coordination. "It is like a human that is suffering from hypothermia and is beginning to lose his or her balance or is not capable of walking. It is basically the same problem. The body temperature is too cold for muscles to work properly," he said.

Leal explained that a difference of 3 degrees Celsius is "relatively large and when we take into account that it has occurred in approximately 35 generations, it is even more impressive." Most evolutionary change happens on the time scale of a few hundred, thousands or millions of years. Thirty-five years is a time scale that happens during a human lifetime, so we can witness this evolutionary change, he said.

The lizards' cold tolerance also "provides a glimpse of hope for some tropical species," Leal added, cautioning that at present scientists don't know how quickly tolerance to high temperatures -- another important consequence of climate change -- can evolve.

He and Gunderson are now working on the heat-tolerance experiments, along with tests to study whether other lizard species can adjust to colder temperatures.

Kindle sales this weekend have been triple compared to previous Black Friday's, the retailer today announced. No Greek debt writedown in next rescue package: ECB's Asmussen

BERLIN (Reuters) - A write-down on Greek debt should not be part of the country's next rescue package, European Central Bank board member Joerg Asmussen told Germany's Bild newspaper ahead of Monday's euro zone group meeting.

"We need a package of measures to close the financial gap that will include a substantial reduction of the interest rates and a debt buy-back by Greece," Asmussen said in an interview to appear on Monday. "A hair cut does not belong to that package."

Asmussen said, in excerpts of the interview released on Sunday, that he hoped euro zone finance ministers would reach a speedy decision.

"I very much hope that the euro zone group will reach a political decision on Monday so that the next loan installment can be released. For that the financing gap for the next two years has to be closed by the other euro zone countries.

"Everyone must show a willingness to move for that to succeed," he said.

Euro zone finance ministers, the ECB and the International Monetary Fund have met twice in the past two weeks but failed both times to agree on the next steps for Greece and how to bring its debt level down to a sustainable level.

They will meet again on Monday.

Germany, the EU's biggest economy and paymaster, has led resistance within the euro zone to calls from the IMF and others to accept losses on their Greek debt holdings and give Greece, entering its sixth year of recession, a chance to grow again.

Greece's international creditors will hold crunch talks next Monday - their third meeting in as many weeks - to unlock loans needed to avert bankruptcy for the stricken nation.

German Finance Minister Wolfgang Schaeuble reiterated on Thursday his official view that a writedown of Greek debt by euro zone governments would be wrong and illegal. But two sources told Reuters he had signaled a more flexible attitude at a small gathering of ministers in Paris on Monday, before the failed talks in Brussels on Tuesday.

Members of Chancellor Angela Merkel's centre-right coalition have said granting Greece debt relief would undermine the reform drive in other struggling euro zone countries such as Portugal.

Syrian rebels take airbase in slow progress toward Damascus

AMMAN (Reuters) - Syrian rebels said on Sunday they had captured a helicopter base east of Damascus after an overnight assault, their latest gain in a costly battle to unseat President Bashar al-Assad that is drawing nearer to his seat of power.

The Marj al-Sultan base, 15 km (10 miles) from the capital, is the second military facility on the outskirts of the city reported to have fallen to Assad's opponents this month.

Activists said rebels had destroyed two helicopters and taken 15 prisoners.

"We are coming for you Bashar," a rebel shouted in an internet video of what activists said was Marj al-Sultan. Restrictions on non-state media meant it could not be verified.

The rebels have been firming their hold on farmland and urban centers to the east and northeast of Damascus while a major battle has been underway for a week in the suburb of Daraya near the main highway south.

"We are seeing the starting signs of a rebel siege of Damascus," veteran opposition campaigner Fawaz Tello said from Berlin. "Marj al-Sultan is very near to the Damascus Airport road and to the airport itself. The rebels appear to be heading toward cutting this as well as the main northern artery to Aleppo."

Assad's core forces, drawn mainly from his minority Alawite sect, an offshoot of Shi'ite Islam that has dominated power in Syria for nearly five decades, are entrenched in the capital.

They also have devastating air superiority although they have failed to prevent rebels increasing their presence on the edge of the capital and in neighborhoods on the periphery.

A Western diplomat following the fighting said Assad still had the upper hand. "The army will allow positions to fall here and there, but it can still easily muster the strength to drive back the rebels where it sees a danger," the diplomat said.

"The rebels are very short of international support and they do not have the supplies to keep up a sustained fight, especially in Damascus."

IRAN CONDEMNS PATRIOT PLAN

Iran said Turkey's request to NATO to deploy Patriot defensive missiles near its border with Syria would add to problems in the region, where Iran is pitted against mostly Sunni Turkey and Gulf Sunni powers.

Iran's Shi'ite rulers have stepped up support for Assad while Sunni Arab powers helped forge a new opposition coalition this month recognized by France and Britain as the sole representative of the Syrians.

Syria has called the missile request "provocative", seeing it as a first step toward a no-fly zone over Syrian airspace which the opposition is seeking to help them hold territory against an enemy with overwhelming firepower from the air.

Most foreign powers are reluctant to go that far.

NATO has said the possible deployment of the missiles was purely defensive. The U.S.-led Western alliance has had some talks on the request but has yet to take a decision.

Turkey fears security on its border may crumble as the Syrian army fights harder against the rebels, some of whom have enjoyed sanctuary in Turkey in their 20-month-old revolt against Assad's rule.

Ankara has scrambled fighter jets and returned fire after stray Syrian shells and mortar bombs from heavy fighting along the border landed in its territory.

More than 120,000 Syrian refugees are sheltering in camps in southern Turkey and more are expected with winter setting in and millions of people estimated to be short of food inside Syria.

Abu Mussab, a rebel operative in the area of Hajar al-Aswad in south Damascus, said the opposition fighters had given up expecting a no-fly zone. "The bet is now on better organization and tactics," he said.

The video said by activists to have been filmed at the Marj al-Sultan base showed rebel fighters carrying AK-47 rifles.

An anti-aircraft gun was positioned on top of an empty bunker and a rebel commander from the Ansar al-Islam, a major Muslim rebel unit, was shown next to a helicopter.

"With God's help, the Marj al-Sultan airbase in eastern Ghouta has been liberated," the commander said in the video. Eastern Ghouta, a mix of agricultural land and built-up urban areas, has been a rebel stronghold for months.

Damaged mobile radar stations could be seen on hilltops, with rebels waiving as they walked in the compound.

Footage from Saturday evening showed rebels firing rocket-propelled grenades at the base, and what appeared to be a helicopter engulfed in flames.

Last week rebels briefly captured an air defense base near the southern Damascus district of Hajar al-Aswad, seizing weapons and equipment before pulling out to avoid retaliation from Assad's air force.

GLENDALE, Ariz. (AP) - Janoris Jenkins has been known to make headlines for the wrong reasons. Not this time.

No NFL rookie since 1960 and no Rams rookie ever accomplished what the young St. Louis cornerback did Sunday.

Jenkins, who slipped to the second round of the draft - the 39th pick overall - because of off-the-field issues during his college career, returned two interceptions for touchdowns and St. Louis dominated the second half to hand the Arizona Cardinals their seventh loss in a row, 31-17.

Arizona rookie Ryan Lindley was intercepted four times in his first NFL start.

Jenkins' returns of 36 and 39 yards emphatically ended the Rams' streak of five straight games without an opponent turnover.

"A big relief," he said of ending the takeaway drought. "I felt the defense came out and we played together."

The talented defender had slipped to the second round for the Rams after he was booted from the Florida team following a pair of marijuana-related incidents and finished his career at North Alabama. Then there was his acknowledgment that he fathered four children with three women.

Just two weeks ago, he and fellow rookie Chris Givens were inactive for the game against San Francisco for violating team rules.

All that was mere history on this big day.

"What a great game by Janoris," Rams defensive end Chris Long said. "I'm really proud of him. I'm happy for him. When you get one turnover for a score, your chances of winning go up exponentially, so if you get two, I don't know what the statistic is, but when you do it two times with the same player, it's pretty awesome."

Sam Bradford had a pair of 37-yard touchdown passes - to Lance Kendricks and Givens - for the Rams (4-6-1), who snapped a five-game winless streak and beat Arizona (4-7) for the second time this season.

The Rams' Steven Jackson rushed for 139 yards in 24 carries.

St. Louis outscored Arizona 17-0 in the second half.

Lindley, a sixth-round draft pick out of San Diego State and the third quarterback to start for Arizona this season, completed 31 of 52 for 312 yards and no touchdowns. The interceptions, especially the two returned for scores, outweighed anything else Lindley did.

"I think you just have to understand he's a young player and he's got to understand he can't make a couple of those throws, especially the last one that was returned for a touchdown," Cardinals coach Ken Whisenhunt said. "That was a bad throw because he had Larry (Fitzgerald) down the sidelines. He's just got to step up and put it up."

Beanie Wells, back after missing seven games with a turf toe injury, had TD runs of 1 and 12 yards for the Cardinals.

Arizona led 17-14 at the half on Jay Feely's 32-yard field goal as the second quarter ended.

The third quarter, though, belonged to the Rams.

With St. Louis pinned at its 8-yard line, Jackson ran 46 yards, doubling his previous longest gain of the season. Two plays later, Givens beat rookie Justin Bethel down the left sideline for a 37-yard scoring reception to give the Rams their first lead, 21-17, with 9:58 left in the quarter.

The Rams threatened to extend the lead when Lindley threw right into the hands of Craig Dahl, who returned it 38 yards to the Arizona 12. But after a holding penalty, Greg Zuerlein's 35-yard field goal try was wide left.

The Cardinals weren't so fortunate on Lindley's next bad pass. The rookie underthrew Fitzgerald by 10 yards. Jenkins caught it and in a play almost identical to his earlier TD, raced down the right sideline for the score that made it 28-17.

Dahl's interception also came when Lindley missed Fitzgerald.

"Those two where I was going to Larry, the two picks, were just real mental mistakes," Lindley said. "It was things that, it's unexplainable right now, but I made a bad play. Larry is doing the right thing. I'm just off a little bit on something, rushing something, not trusting what I'm seeing out there."

With Lindley throwing short passes over the middle, the Cardinals went 91 yards in 15 plays on their first possession, using up 8:55 of the first quarter, to go up 7-0.

But on the first play of the second quarter, Jenkins stepped in front of intended receiver LaRod Stephens-Howling, intercepted the pass and ran untouched 36 yards to the end zone to tie it at 7-7.

Danny Amendola, who played despite a foot injury that prevented him from practicing all week, made a diving grab of Bradford's 38-yard pass to the Arizona 19 on St. Louis' next possession and two runs by Jackson put the ball on the Arizona 7. But Patrick Peterson picked off Bradford's pass over the middle in the end zone to end the threat.

Lindley's 25-yard pass to Rob Housler and Andre Roberts' 13-yard run set up Wells' 12-yard scoring run that put Arizona back on top 14-7.

The Rams tied it 14-all when Bradford threw over the middle to Kendricks, who rumbled into the end zone on a 37-yard scoring play with 1:53 left in the half.

Notes: The last rookie two return two picks for a touchdown was Bobby Franklin of the Cleveland Browns in 1960. ... Daryl Washington got his ninth sack, one shy of the Cardinals' record for a linebacker. ... Bradford came out of the game for one play after getting hit by Quentin Groves ... Zuerlein's failure on a 35-yard field goal was his shortest miss of the season. ... After getting nine sacks in their first game against the Cardinals, the Rams had just one sack Sunday.

'Dallas' star Larry Hagman dies at 81

Updated at 3:10 a.m. ET: Actor Larry Hagman ? who became a global icon playing the cunning J.R. Ewing in the television series "Dallas" ? died on Friday at the age of 81, NBC Dallas-Fort?Worth reported.

Hagman?was at Medical City Dallas Hospital when he died Friday afternoon from complications of his recent battle with cancer, the Dallas Morning News reported, citing members of his family.

Linda Gray, who played J.R.'s long-suffering wife, Sue Ellen, was with Hagman in Dallas when he died, the actress' spokesman, Jeffrey Lane, said in an email.?

"Larry Hagman was my best friend for 35 years," Gray said in a statement. "He was the Pied Piper of life and brought joy to everyone he knew. He was creative, funny, loving and talented, and I will miss him enormously."

'Surrounded by loved ones'
Despite his fragile health, the actor had returned to Texas from his home in California to film season one of TNT?s "Dallas" reboot and part of season two. The original show, in which Hagman played a conniving businessman who people loved to hate, ran from 1978 to 1991 on CBS.


"Larry was back in his beloved Dallas, re-enacting the iconic role he loved most," the family said in a statement, the Morning News reported. "Larry?s family and close friends had joined him in Dallas for the Thanksgiving holiday. When he passed, he was surrounded by loved ones. It was a peaceful passing, just as he had wished for. The family requests privacy at this time."

A statement from Warner Bros. described Hagman as "a giant, a larger-than-life personality whose iconic performance as J.R. Ewing will endure as one of the most indelible in entertainment history."

"He truly loved portraying this globally recognized character, and he leaves a legacy of entertainment, generosity and grace. Everyone at Warner Bros. and in the 'Dallas' family is deeply saddened by Larry's passing, and our thoughts are with his family and dear friends during this difficult time," the statement added.

Earlier in his career, Hagman was known for his role as Maj. Anthony Nelson, the master-turned-husband of a beautiful genie played by Barbara Eden in the sitcom "I Dream of Jeannie."

In July 1995, he was diagnosed with liver cancer, which led him to quit smoking, and a month later he underwent a liver transplant.?

After giving up his vices, Hagman said he did not lose his zest for life.?

"It's the same old Larry Hagman," he told a reporter. "He's just a littler sober-er."?

Hagman was born on Sept. 21, 1931, in Texas, to?Benjamin Jack Hagman and Mary Martin.?His father was a lawyer who dealt with the Texas oil barons Hagman would later come to portray.

He was still a boy when his parents divorced and he went to Los Angeles with Martin, who would become a big name in Hollywood and a Tony winner on Broadway, where she starred in "Peter Pan" and "The Sound of Music."?

Hagman eventually landed in New York to pursue acting, making his stage debut there in "The Taming of the Shrew." In New York, he married Maj Axelsson in 1954 while they were in a production of "South Pacific. The marriage produced two children, Heidi and Preston.?

'Big laughs, big smiles'
Hagman served in the Air Force, spending five years in Europe as the director of USO shows, and on his return to New York he took a starring role in the daytime soap "The Edge of Night." His breakthrough came in 1965 when he landed the "I Dream of Jeannie" role opposite Barbara Eden.?

After hearing of Hagman?s death, Eden paid tribute to him on Twitter and Facebook.

?Amidst a whirlwind of big laughs, big smiles and unrestrained personality Larry was always, simply Larry,? she wrote on Twitter.??Larry Hagman not just a great actor, not just a television icon, but an element of pure Americana. I'll miss him.?

In his later years, Hagman became an advocate for organ transplants and an anti-smoking campaigner.

He also was devoted to solar energy, telling the New York Times he had a $750,000 solar panel system at his Ojai estate, and made a commercial in which he portrayed a J.R. Ewing who had forsaken oil for solar power. He was a longtime member of the Peace and Freedom Party, a minor leftist organization in California.?

Hagman told the Times that after death he wanted his remains to be "spread over a field and have marijuana and wheat planted and harvest it in a couple of years and then have a big marijuana cake, enough for 200 to 300 people. People would eat a little of Larry."?

Norway's oil industry working in extreme conditions

ScienceDaily (Nov. 23, 2012) ? The northward shift of Norway's oil industry means it must adjust to temperatures down to -30?C, storms, sleet and snow, and drift ice. And to the blackest night.

"Try to imagine changing a tyre in freezing weather, snow and darkness," says professor Tore Markeset, a specialist in cold climate technology at the University of Stavanger (UiS).

That is his way of visualising the challenges facing oil companies seeking to produce oil and gas from the far north of the Norwegian continental shelf (NCS).

Weather, winter darkness, vast distances, and safety and emergency response challenges for petroleum facilities in the Barents Sea will all be more extreme than in the North Sea.

"Compared with our expertise from the southern NCS, we know little about how to run an offshore production installation in a cold climate," adds professor Ove Tobias Gudmestad at the UiS.

Both he and Markeset are active in teaching, research and finding solutions for developing fields in areas with Arctic conditions.

Opened

The Norwegian government opened the southern part of Norway's Barents Sea sector for petroleum operations in the early 1980s. Activity was high but finds few, so interest declined.

But enthusiasm for these waters has recovered sharply in the recent past, particularly after the Skrugard oil discovery was made during 2011.

Promising seismic data, several large oil and gas finds and new technology mean that a growing number of oil companies are discussing opportunities to explore further north on the NCS.

Norway's Statoil company announced earlier this autumn that it will more than treble its spending on technology for Arctic waters from NOK 80 million in 2012 to NOK 250 million next year.

The increased interest in the far north reflects not least clear government policies, with petroleum and energy minister Ola Borten Moe talking enthusiastically about Barents Sea activities.

Norway currently has one gas production facility operating in the southern Barents Sea. This Sn?hvit field has been on stream since 2007.

And operator Eni aims to bring its Goliat oil development into production in 2014. Both that field and Sn?hvit lie north-west of Hammerfest, 85 and 140 kilometres from land respectively.

Skrugard, for its part, is located roughly 100 kilometres further north-west from Sn?hvit and is expected to come on stream during 2018.

Unpredictability

Climate is the main challenge for impatient oil companies and official agencies, says Gudmestad. "It's unpredictability for much of the year which is really special about the far north.

"Weather conditions in these waters differ from the North Sea in terms of low temperatures, icing, fog, heavy snowfalls and sudden changes."

The North Sea weather is easier to forecast, he notes. "When a low pressure area over Iceland moves east, we know it'll bring bad weather and can plan operations accordingly."[21]

"In the Barents Sea, however, deep troughs of low pressure develop at the interface between ice and open water. These can't be predicted, and may create sudden storms and hurricanes."

Wind and waves have much to say for the safety of shipping, fishing and offshore operations. So accurate weather forecasts are important.

With fewer monitoring stations gathering data in the Arctic, however, forecasting in the Barents Sea is less accurate than in the North Sea.

Longer

The further north you go, the longer the winter becomes and the shorter the summer season. A good deal of offshore work must necessarily be squeezed into the latter. But the weather in these brief months may not allow planned activities to go ahead.

Arctic conditions can also mean that equipment fails or breaks down in unfamiliar ways, or more frequently than is the case in warmer regions.

Repairing broken equipment is also likely to take more time, or preventive maintenance may be necessary to make sure that the equipment functions properly.

"Things will take longer," [22] explains Markeset. "If you need to make repairs but the equipment is covered in snow, you'll have to dig it out before the job can begin.

"It's also harder to work in a temperature of -30?C than in 10?C. Putting small screws into place is a slow business with gloves on."

The more frequently equipment breaks down and the longer it takes to repair, the less time will be available for producing oil and gas, he points out.

"When we invest in a production facility for the far north, it must be up and running for as much of the time as possible so that we can produce profitably.

"A huge problem would be faced if an installation failed to cope with the local climate. We'd be left with a massive and expensive machine which yields little."

Winterisation

Among the issues he and Gudmestad work on is winterisation -- in other words, tailoring equipment and workplaces so that they can operate normally in a harsh winter climate.

They say that much could be different in the far north, including the need for special steels and equipment when temperatures fall low enough.

Plastics, rubber, metals and lubricants are examples of materials which change their properties under extreme cold, and which must be adapted to the Arctic environment.

Electrical systems, sensors, cables, valves, motors and pumps must all be specially manufactured. Piping, tanks and pumps containing liquids which could freeze have to be kept warm even if the installation shuts down to avoid being burst by frozen fluids.

An increased need to heat equipment and facilities and to provide lighting will boost energy consumption on installations -- from heating cables in corridors and on helidecks, for instance.

Enclosed

The cold means that more equipment must be enclosed on units working in the Barents Sea than further south. And that in turn calls for more fans to prevent gas accumulations.

"Outfitting facilities in the far north will be more complex because of the need for heating and increased use of sensors to measure equipment condition," observes Markeset.

"The companies will rely more on remote monitoring of and support for equipment via centres located in such places as Stavanger or Troms?.

"Real-time diagnosis of systems will be crucial, making use of the internet, fibreoptic cables, satellites and specially developed sensors.

"A key role will also be played here by experts who could be located either at suppliers or in service companies in Germany, Italy, the USA or elsewhere."

On the other hand, he points out, equipment protected through proper winterisation technology (such as being enclosed, with heat tracing and special designs) and better monitored with the aid of sensors may actually be more reliable and break down less frequently than in warmer waters.

Distances

Companies must also take account of longer distances to market for delivering oil and gas as well as for providing operational, maintenance and support services, Markeset notes.

"Operators have to make more thorough preparations, keep more spare parts on hand and perhaps have more and better expertise on board the production facility. That'll all add to costs."

In addition, facilities operating above the Arctic Circle must take 24-hour winter darkness into account. "We know that more accidents happen at night," Markeset says.

"An important question which needs to be researched is how the perpetual winter darkness affects work processes on an offshore facility."

Ice

The south-western Barents Sea is not much troubled by sea ice. The UiS scientists are accordingly looking at opportunities for field development and operation in an environment largely free of sea ice, but where drift ice must nevertheless be expected.

"Ice floes may weigh several hundred tonnes," Gudmestad points out. "They can be tossed around by waves and driven with great force against an installation, causing serious damage.

"Our present equipment isn't up to a collision with drift ice. That'll limit the time we can drill in the northern Barents Sea -- unlike year-round drilling in the North Sea."

He points to the Shtokman gas field in the Russian sector of the Barents Sea, which lies in an area affected by both drift and pack ice.

"Pack ice involves extreme forces. It can exert pressure from every direction. A platform placed in the middle of it must be able to withstand such forces.

"In my view, we shouldn't aim to position facilities on the NCS in pack ice -- in other words, in the northern Barents Sea -- to start with."

He accordingly believes in a gradual advance northwards, in order to learn from conditions at each stage and to keep in step with technological progress.

"Although operations have begun in pack ice off Russia and Alaska, we should aim first and foremost to research and develop production solutions for the south-western Barents Sea.

"This is an area with extreme weather conditions and below-freezing temperatures, but where drift ice only appears now and then."

Achievable

"Before deciding to build oil installations for the northern Barents Sea, we must know whether this is achievable," Gudmestad explains.

"Plant availability must be satisfactory so that it's profitable. We must also think about how to prevent accidents and how to respond should one nevertheless occur."

His concern is to ensure that equipment, organisation and working methods are tailored to the Arctic environment, and thereby to reduce the probability of undesirable incidents.

"We must, for example, be certain that the evacuation system works in the Arctic. We can't use freefall lifeboats if there's ice on the water, to take a case in point."

Threat

Both he and Markeset are concerned that oil spills in the far north pose a big threat to the vulnerable environment in these waters.

"Much of the existing oil spill clean-up equipment hasn't been designed to operate in a cold climate and drift ice," says Markeset.

"We must accordingly come up with better methods for collecting any oil spill in waters where sea ice could be encountered."

The two UiS scientists do not get involved in Norwegian oil policies, and stress that determining how far north petroleum activities should extend on the NCS is a job for the politicians.

"Our role is to make it technically and organisationally possible to operate in the various sea areas when the government decides to set things going," says Gudmestad.

"We must, for example, build even more safely in the Barents Sea than in the North and Norwegian Seas, and reduce the probability of oil spills even further.

"That's precisely because the consequences of such discharges are greater in the far north. We must devote extensive resources and work to avoiding oil spills."
