Crushed by Student Loans? Move to Niagra Falls - Mint

The city of Niagara Falls, N.Y., right outside Buffalo, plans to join several other communities jockeying for young college graduates, who bring with them with economic possibilities ? and college debt.

?People know Niagara Falls is famous for tourism,? said the city?s mayor, Paul Dyster. ?They don?t know it?s an industrial city that?s lost half of its population over the last 40 years, including many college graduates.?

The Proposed Program

In an interview with CNBC?s??Street Signs,??Dyster discussed the proposed program, which still awaits approval and would be funded by the city?s Urban Renewal Agency. He added that the idea has attracted a ?huge? number of inquiries so far.

?We think that we can afford to do 20 people in the pilot program the first year,? he said. ?That requires an investment of about $200,000.?

As part of the plan, chosen recipients would be reimbursed for up to $291 in monthly student loan payments. They would have to commit to live for two years in a designated neighborhood that Dyster said would be at a ?tipping point.?

The program comes amid rising levels of student loan debt in the U.S. According to a recently released study by the?Federal Reserve?Bank of New York, the average outstanding?student loan?balance per borrower has edged above $23,000.

Other Cities with Student Loan Assistance Programs

But students who are burdened by debt and unwilling to brave New York?s plunging winter temperatures need not worry. Kansas is in the midst of a similar undertaking.

Fifty rural counties?in the state have become Rural Opportunity Zones, which are authorized to offer qualifying residents either a state income tax waiver for up to five years, a student loan repayment of up to $15,000 or both.

To be eligible, residents must hold either an associate?s, bachelor?s or post-graduate degree, have an outstanding student loan balance and establish residency in a participating county.

The Kansas program?s manager, Chris Harris, told?ABC News?that the program has already received more than 330 applications and drawn young professionals, such as veterinarians, accountants and lawyers to the state.

Since assuming office in 2010, Manhattan District Attorney Cyrus R. Vance, Jr. has made the investigation of corruption in the interior construction industry a priority.

His investigations will help to better protect Real Estate Board of New York members while also saving millions of dollars for building owners and corporate tenants.

Since January 2010, the District Attorney?s investigations in the interior construction industry have achieved 24 felony charges, with 22 corporations and 18 individuals charged; 23 felony convictions including 14 corporations and nine individuals; and 10 misdemeanor convictions including five corporations and five individuals.

Approximately $7.5 million has been recovered in restitution; approximately $1 million in fines and forfeitures; and approximately $750,000 in taxes, interest and penalties.

Earlier this month, a man was sentenced to four-and-a-half to nine years in prison after being convicted of extorting payoffs from builders by posing as an inspector and threatening to report phony violations. The man and his partner worked their criminal activity through a phony organization called the ?Committee on Contract Compliance? and many of their victims were primarily from Asia or the Middle East. In 2011, his partner was sentenced to seven to 21 years in prison after his conviction for participating in this scheme.

For this case, many of the violations reported by the men to regulatory agencies were not legitimate, and the unnecessary site inspections both interrupted and delayed construction projects, costing contractors considerable money and time. After the agencies left the construction sites, the defendants would again demand payments, which many of the contractors then paid.

The Manhattan DA?s office said they are looking at the entire interior construction industry and investigating different types of fraud being committed by contractors.

Corruption in construction work drives up the already high costs of doing business in New York City. Each year, billions of dollars are spent on building and rebuilding walls and interiors like plumbing, electrical and mechanical work inside the city?s corporate structures.

The work by District Attorney Vance and his staff is encouraging and sends a message that interior work corruption will not be tolerated in our city.

I commend the MDA Vance, Jr. and his staff for their diligence on this case and the other convictions as well as their ongoing investigations on interior work corruption in NYC.

G20 backs Europe's plans for overhaul to fight crisis

LOS CABOS, Mexico (Reuters) - Europe won support from world leaders on Tuesday for an ambitious but slow-moving overhaul of the euro zone, even as pressure built in financial markets for quicker solutions to its debt crisis that threatens the world economy.

European countries showed at a Group of 20 summit they were considering concrete steps to integrate their banking sectors, a major reform long sought by the United States and other nations to break the cycle of highly indebted countries trying to rescue banks, which only pushes governments ever deeper into debt.

U.S. Treasury Secretary Timothy Geithner said a stronger framework for a fiscal and banking union to underpin the common currency would help restore Europe's economic growth and lower borrowing costs for deeply indebted euro zone countries.

"What they're also trying to do is to make sure that, in the very near term, they put in place a set of measures that can help make sure that they're supporting the financial system of Europe, and they are helping make sure that the countries that are undertaking these reforms, like Spain and Italy, can borrow at sustainable interest rates," he said.

Canadian Prime Minister Stephen Harper, a critic of Europe's progress to date, said the European Union now is addressing all the key issues required to get to the root of its crisis, ahead of an EU summit next week.

"What will be important, what we'll be watching for next week and going forward will be the concerted, coordinated action that will actually make these things happen," he said.

Financial markets have yet to be convinced.

Spain, the euro zone's fourth-largest economy, risks needing a full-blown international rescue as its longer-term debt yields hover above 7 percent, a level that has forced other euro countries to seek bailouts.

French President Francois Hollande said he and German Chancellor Angela Merkel, central players in a European crisis that has run for more than two years, were determined that the euro zone come up with its own solutions.

"Mrs. Merkel and I know that Europe must have its own response," he said on the sidelines of the G20 at this Pacific Ocean resort. "It must not be given to us from the outside."

The tensions over the world economy and the round-the-clock discussions contrasted with the laid-back atmosphere of Los Cabos, a beach resort at the tip of Mexico's Baja California. The summit declaration was drafted at a hotel next to the adults-only, clothes-optional Desire Resort And Spa.

CALLS FOR TIMELINE

G20 leaders and the International Monetary Fund have pressured Europe, the world's richest region, to throw more support behind indebted euro-zone members and lay out a clear timeline for building financial, fiscal and political union -- steps they view as crucial to saving Europe's monetary union.

Greece, Ireland and Portugal, overwhelmed by debt, have resorted to international bailouts and the euro zone last week pledged up to 100 billion euros to shore up Spain's banking system. But investors see these as stop-gap measures until Europe commits to deep budgetary and political integration.

This would require euro-zone nations to give up more sovereignty and share economic risk, steps that EU leaders say will take time among the 17 democracies that share the currency, especially for Germany which would foot the largest bill.

The dangers that Europe's escalating debt crisis would drive the global economy back into recession for the second time in less than four years dominated the summit of G20 leaders of industrialized and developing nations, which represent over 80 percent of world output.

Among commitments in a draft G20 communiqu? obtained by Reuters was a pledge to consider concrete steps towards a "more integrated financial architecture" in Europe that would include common banking supervision, resolution of failed banks and guarantees for bank depositors.

These steps would help break the link between government debt and banking problems. Combined with fiscal discipline, measures to support growth and financial stability, they represent "important steps toward greater fiscal and economic integration that lead to sustainable borrowing costs," the draft communiqu? said.

European Union Council President Herman Van Rompuy repeated earlier promises to launch the long process of euro zone at its June summit and finalize it before December.

"I will propose building blocks for deepening our economic and monetary union so that we can show to the rest of the world and to the markets that the euro and the euro zone is an irreversible project and that we want to deepen it and to give it a strong policy infrastructure," Van Rompuy said in a video message posted online.

Italy put forward a proposal for the euro zone's rescue funds to start buying the debt of stricken euro-zone countries, such as Spain and Italy to start lowering their financing costs, European officials said. Italian officials have said the plans would be discussed at a meeting of finance ministers this week. But Germany said no specific initiative was discussed in Los Cabos.

A top U.S. official acknowledged that bold action from Europe will have to wait for the EU summit in late June.

"But we do expect to see a clear direction coming out of Los Cabos. European leaders are pledging to do all the necessary measures to safeguard their monetary union," said Treasury Dept. Under Secretary for International Affairs Lael Brainard.

Four areas are under discussion -- Greece working on reforms to stay within the euro zone; building a closer financial union; effective and credible financial backstops to relieve market pressures on Spain and Italy's borrowing costs; and a shift by Europe to support growth alongside austerity measures, she said.

One EU official said that banking union can move most swiftly while the vision of European fiscal union will take longer to realize, requiring intense political discussion. "It cannot be done from morning to night," the official said.

The euro zone's apparent progress was welcomed by another of its most frequent critics. "I think there are signs that the euro zone are moving towards richer countries standing behind their banks and standing behind the weaker countries," British Chancellor George Osborne said.

No less challenging was moving around the resort town which was teeming with Mexican military and police. Tight security stalled traffic and meetings were delayed. Russian Finance Minister Anton Siluanov had to make his way on foot after his car in the presidential motorcade was blocked by security.

CONNECTED WORLD

G20 leaders left little doubt that Europe is critical to stabilizing the global recovery.

U.S. President Barack Obama, at the discussion on the global economy which stretched through dinner on Monday, carefully spelled out to fellow G20 leaders the risks to growth in an interlinked globe, diplomats said. He showed how each region is heavily dependent on demand from the European Union, the world's largest economic bloc, for their exports and for investment.

"He read out the figures, how much India, China, Korea, etc, how much they each depend on Europe and the European Union in an integrated global economy," said one G20 official.

Another G20 official described the conversation as frank. Each leader stressed the urgency of the situation and there was a strong call to get ahead of the crisis rather than fighting fires, the official said.

The draft communiqu? showed the G20 leaders were poised to pledge that they would "act together to strengthen recovery and address financial market tensions."

It also said euro zone members would take "all necessary policy measures to safeguard the integrity and stability of the area, improve the functioning of financial markets and break the feedback loop between sovereigns and banks."

Development groups complained that Europe's troubles have hijacked the summit and pushed into the background the G20's work on addressing poverty and food shortages.

"Political courage seems to be in short supply in Los Cabos," said ONE, a global anti-poverty group founded by rock star Bono.

(AP) ? Jerry Sandusky had an inspiring reputation for helping youth, and boasted such a soft spot for children that he invited them to watch Penn State football games and spend the night at his home, witnesses for the retired coach testified at his child molestation trial.

On Wednesday, Sandusky might finally tell his side of the story in court.

Testimony appears to be nearing an end. Judge John Cleland has said Sandusky's defense team could wrap up Wednesday, which would mean closing statements taking place Thursday and deliberations beginning that afternoon. It's still unclear whether Sandusky will testify on his own behalf.

So far, defense attorneys have called on a parade of character witnesses and tried to discredit police investigators in trying to counter the graphic testimony of eight accusers. Their most notable witness to date ? Sandusky's wife, Dottie, smiled as she took the witness stand Tuesday to defend him against charges he sexually abused boys in their home and on Penn State's campus.

Dottie Sandusky said she remembered most but not all of the eight men who have accused her husband of abusing them as children. She told jurors she did not see him have inappropriate contact with them over the years they visited the couple's home or traveled with them.

In a calm voice, she described her 45-year marriage to the former Penn State assistant football coach, but lead prosecutor Joe McGettigan appeared to stump her when he asked why the men might lie in making the accusations.

"I don't know what it would be for," she said, with a slight shake of her head. Early on in her testimony, defense attorney Joseph Amendola, who typically questioned witnesses at the defense table, stood up to question her near the jury box ? which put her husband out of her direct sightline during most of her hour on the witness stand.

A large portion of the day's testimony, which included 11 more character witnesses, consisted of a defense psychologist, Elliott Atkins, who told jurors he believes Jerry Sandusky has a personality disorder that might explain letters addressed to one of his accusers.

Prosecutors countered with psychiatrist Dr. John Sebastian O'Brien II, who said that was not the case but that he might suffer from some other problem, possibly psychosexual disorder with a focus on pre-adolescents.

Sandusky is charged with dozens of criminal counts related to 10 boys over a 15-year span. He's accused of engaging in illegal sexual contact ranging from fondling to forced oral and anal sex, and he could spend the rest of his life in prison if convicted.

Dottie Sandusky has stood by her husband, posting his bail, accompanying him to court proceedings and in December issuing a statement that proclaimed his innocence and said that accusers were making up their stories.

Part of the defense strategy is clearly to show that the details of accusers' stories are wrong, but Dottie Sandusky was unable to say with much preciseness how often certain boys would stay in the couple's State College home. She said one of the boys, called Victim 10 in court records, she did not know at all.

She described Victim 1 as "clingy," Victim 9 as "a charmer" and Victim 4 as "very conniving, and he wanted his way and he didn't listen a whole lot."

Victim 9 testified last week that he was attacked by Jerry Sandusky in the basement of the ex-coach's home and cried out for help when Dottie Sandusky was upstairs. She, however, said the basement was not soundproof and she would have been able to hear shouting if she was upstairs.

Dottie Sandusky, who isn't charged in the case, also said the visiting boys were free to sleep upstairs if they wanted to do so. The accusers have said Jerry Sandusky directed them to the basement, where they allege he sometimes molested them.

Police handling of an initial interview with Victim 4 may have helped the defense. Now-retired Cpl. Joseph A. Leiter testified police "never told any of them what anyone else had ever told us" before jurors were played a tape of that interview, in which Leiter told Victim 4 that they had been told by others that oral sex and a rape had occurred. Leiter also said that "in some of our interviews ... we did" tell accusers that others had come forward.

"Each of these accusers was very, very seriously injured, and very concerned, and we had told them ? especially prior to going to the grand jury ? that they wouldn't be alone, that there were others," he said.

Also, Leiter told jurors after a recess that he had discussed his testimony with Trooper Scott Rossman over the break, shortly after Rossman told jurors that such a discussion had not occurred.

Victim 4's attorney, Ben Andreozzi, was there the day of that initial interview, and he told jurors a guilty verdict in Sandusky's trial could have an impact on his client if he files a civil lawsuit. He said a decision about a lawsuit has not been made.

The potential for accusers to cash in through a civil lawsuit is part of Sandusky's defense strategy, suggesting to the jury that the accusers have motives to lie.

A witness told jurors that she knew Victim 4 through her brother and that he had a reputation for "dishonesty and embellished stories." The woman, who said her brother was the accuser's best friend, is an Iraq war veteran who suffered a brain injury before she was discharged.

Witness Joshua Frabel, who lived next door to Victim 1, recalled that the young man's mother said she had just heard Sandusky molested her child and that she would end up owning Sandusky's house.

"She had said about, when all this settles out, she'll have a nice big house in the country with a fence, and the dogs can run free," he said.

He added that Victim 1 told him: "When this is over, I'll have a nice new Jeep."

The mother took the witness stand to deny it, and Victim 1 denied it last week during his testimony.

The defense also called former New York Jets linebacker Lance Mehl, who played for the Nittany Lions in the 1970s. When Amendola asked him about Sandusky's reputation, he replied, "We all looked up to him as a class act."

Prosecutors allege that Sandusky met his alleged victims through The Second Mile, a charity he founded. It once was lauded for its efforts to help at-risk children.

Experts have said that having Sandusky himself testify could be a risk, especially given that he would face tough cross-examination from McGettigan, a seasoned prosecutor. Statements made by Sandusky in an interview in November with NBC's Bob Costas could also hurt him.

NBC this week said prosecutors had contacted a network lawyer asking to re-authenticate a full unedited transcript of the interview, including an unaired portion.

"Many more young people who would come forward and say that my methods and ... what I had done for them made a very positive impact on their life," Sandusky said in one exchange that went unaired, according to NBC. "And I didn't go around seeking out every young person for sexual needs that I've helped. There are many that I didn't have ? I hardly had any contact with who I have helped in many, many ways."

Prosecutors rested their case Monday after presenting 21 witnesses, including eight who said they had been assaulted by Sandusky. The identities of two other people prosecutors say were victims are unknown to investigators. The defense has called 24 witnesses.

Sandusky's arrest led the university trustees to fire football coach Joe Paterno in November, saying his response to a 2001 report from team assistant Mike McQueary about seeing Sandusky in a shower with a boy showed a lack of leadership. Paterno, who said he wished he had done more, died of cancer in January.

Sandusky has acknowledged showering with boys but says he didn't molest them.

Boeing honors Spirit workers for fast rebound after tornado

Thousands of Spirit AeroSystems workers gathered Monday morning for a celebration sponsored by Boeing, which honored them for their quick recovery after taking a direct hit from an EF-3 tornado April 14.

None of Boeing?s customers was affected by the devastation, a feat few felt possible in the hours following the hit.

It was nothing short of a miracle, said Kent Fisher, Boeing vice president and general manager of supplier management.

?The challenge you faced was incredible,? he told the crowd.

Power and water were knocked out, gas lines broken, major production equipment knocked offline and roofs blown off as winds of about 160 mph ripped through the site.

The storm damaged 40 buildings.

The goal was set to resume full operations by April 23. Employees and contractors worked around the clock to make it happen.

Shipments resumed in three days

Eight days after the tornado, all 10,800 Wichita employees were back at work.

Despite nine days of lost production in what is a tight production schedule, Boeing didn?t miss a delivery.

And the supplier made its deliveries without compromising quality, Boeing officials said.

?This is going to make our relationship even stronger,? Fisher said. ?Our customers, the airlines, depend so much on what you do every day.?

Over the next 20 years, worldwide airline demand is expected to total 33,000 airplanes, Fisher said.

?We have a great opportunity,? he said. The result of the event builds confidence in Boeing?s airline customers ?in ways I cannot even begin to tell you. So thank you so much.?

Beverly Wyse, Boeing vice president and general manager of the 737 program, agreed.

?We can?t imagine being in this business with anybody else,? Wyse said.

Across the street from the Spirit site, Boeing had flown in a 737 commercial airliner to be delivered to Copa Airlines.

Spirit workers built its fuselage in the days following the tornado and shipped it on schedule, Wyse said.

The company builds parts of every Boeing commercial airplane, including the entire 737 fuselage.

Between April 15 and the end of May, Spirit has delivered 50 fuselages and 50 pylons to Boeing.

?We are so dependent on you,? Wyse said. ?We are one team.?

The storm hit at about 10:45 p.m. April 14, while about 200 employees were on site and took refuge as debris blew through the buildings.

It looked like a ?war zone,? one employee said on a video about what it was like to be there.

?It was pretty scary.?

Words can?t describe what Spirit went through, said Mike King, Spirit senior vice president and chief operating officer.

As they went through each building to assess damage, King said he was glad when a building was dark.

?That meant the building had a roof,? King said.

Spirit president and CEO Jeff Turner said his heart sank when he heard that Spirit had been hit.

?Thank God all of our people were safe,? Turner said. ?We picked ourselves up; we came together as a team, and we got to work and the job at hand.?

Looking ahead, there?s a lot more still to do.

Temporary fixes allowed for production and work to resume, but permanent repairs still need to be made.

That will take months.

?Every time we get a hard rain, we find more things that need to be fixed,? Turner said.

He said what workers have been able to achieve in the days and weeks following the tornado has been amazing.

?Thank you so much for what you?ve done,? Turner told them.

From the looks of it, the coffee-chugging folks in the FCC's underground bunker were so excited about investigating Lenovo's IdeaTab 2110 that they didn't have time to clean up. The transforming tablet (with optional keyboard dock) was splayed and tested to determine if its 802.11 b/g/n and Bluetooth 4.0 radios were safe for human consumption -- with the thumbs up meaning that it shouldn't be long before the hardware arrives stateside.

Tracking Asteroids From A Backyard In Kansas

Asteroids enter Earth's atmosphere every day, with most burning up before they reach the ground. But some asteroids have the potential to cause some damage, and there's a man in Kansas who's tracking these chunks of space rock ? in his own backyard, using a telescope he made himself.

The small shed behind Gary Hug's house in the prairie hills 12 miles south of Topeka looks like an ordinary storage shed. But when the sun goes down, this amateur astronomer flips a switch, and the roof begins to slowly slide off, revealing his aptly named Sandlot Observatory.

"There it goes ? it's on a rail system, and if you look at the rail system, that's another thing I designed," says Hug, a machinist by trade. "So, you have to be a little inventive and cheap to try to do this."

Once the roof is retracted far enough, Hug flips another switch, and the 22-inch reflector telescope slowly rises toward the night sky. Except for the optics inside, it was also built by Hug.

A highly sensitive camera is attached to the front of the telescope. To guide it, Hug steps into a room just inside the back door of his house, where two computer monitors are mounted ? next to his laundry machines.

Don't be fooled by these humble surroundings. This amateur astronomer is making a name for himself, spending most of his observation time tracking so-called near-Earth asteroids.

Tracking is vital. It doesn't help you to know an asteroid's there if you don't know the orbit ? if you don't know if it's got Earth's name on it.

Most asteroids are discovered by professional astronomers, Hug says.

"Pros don't track them," he says. "They want to go out and find more, and they know that there's people like me who are sitting here ... going, 'OK, well, I need to follow up on their previous night's discovery,' so they can then use their equipment to go and find some others."

The specialized camera Hug uses was bought with a grant from the Planetary Society. The society's Bruce Betts, who previously managed planetary instrument development programs for NASA, says Hug is making major contributions to near-Earth asteroid studies.

"Tracking is vital," Betts says. "It doesn't help you to know an asteroid's there if you don't know the orbit ? if you don't know if it's got Earth's name on it. And in order to figure out an orbit, you need lots of observations, and that's something these amateurs excel at."

The last significant asteroid strike on Earth leveled 800 square miles of forest in an unpopulated area of Siberia in 1908. Experts say events of that magnitude happen, on average, every few hundred years.

Smaller asteroids can be hard to find, says University of Kansas astronomy and astrophysics professor Steve Hawley, a veteran of five space shuttle missions.

"Every couple of months we discover a smaller asteroid that we didn't even know was there, and often we discover it a day or two before closest approach to Earth," Hawley says.

And those are just the type of objects Hug is trying to find and track ? the ones that are relatively small and hard to see. So on any clear, dark Kansas night, it's a pretty safe bet he'll be pointing his telescope to the sky.
